MANILA, Philippines – The department of Social Welfare and Progress (DSWD) has announced its robust readiness to address potential humanitarian needs arising from a new low-pressure area (LPA) within the Philippine area of Responsibility (PAR). With over 3 million family food packs (FFPs) strategically prepositioned nationwide, the agency is demonstrating a proactive stance in disaster response, aligning with President Ferdinand R. Marcos Jr.’s vision of an omnipresent government.
Proactive Measures Amidst Emerging Whether Threat
Asst.Secretary Irene Dumlao, spokesperson for the DSWD and head of the Disaster Response Management Group (DRMG), confirmed on Wednesday, July 16, that the agency is closely monitoring the LPA. PAG-ASA’s 4:00 AM report indicated a high probability of the LPA developing into a tropical cyclone.
“We do not allow the worst-case scenario to materialize before we act,” stated Asst. Secretary Dumlao. “Even though the LPA has not yet become stormy, we are ensuring that our stockpiles are not only abundant but also strategically located closest to potential weather systems.” This commitment underscores the DSWD’s dedication to preemptive action and efficient resource deployment.
Complete Stockpiles for Immediate Relief
Beyond the significant 3 million boxes of FFPs distributed across 935 storage facilities nationwide, the DSWD also maintains a meaningful reserve of non-food items (NFIs). These vital supplies are valued at Php773,134,509 and include essential items such as family kits, hygiene kits, kitchen sets, sleeping kits, water containers, and various shelter materials crucial for evacuation centers. This comprehensive inventory ensures that affected families receive holistic support beyond just food provisions.
‘Buong bansa Handa’ Program: A Pillar of Disaster Resilience
The DSWD’s enhanced disaster preparedness is fundamentally anchored in its flagship program, ‘Buong Bansa Handa’ (BBH). Launched in 2023, BBH was initiated under President Marcos Jr.’s directive to establish fail-safe mechanisms within the country’s supply chains, notably during times of calamities.

The ’Buong Bansa Handa’ program operates on a complex two-pronged supply chain strategy:
Enhanced Production and Distribution: The first supply chain focuses on the continuous and expedited production of family food packs at key logistical hubs, namely the National Resource Operations Center (NROC) in Pasay City and the visayas Disaster Resource Center (VDRC) in Mandaue City. This ensures a steady and consistent supply of essential food items.
Private Sector Partnerships: The second, and equally critical, supply chain is driven by private sector collaboration. The DSWD has forged strategic partnerships with a wide array of entities, including large and small groceries, supermarkets, manufacturers, and distributors. This network facilitates faster procurement of relief supplies, significantly reducing led times during emergencies.
This dual approach proved its efficacy during the series of storms experienced in 2024, where the agency successfully mobilized pre-packed relief goods from its private sector partners, demonstrating agility and responsiveness in critical moments.
