Dubai Commercity signed a cooperation agreement with Tencent Cloud during an official delegation visit to the Chinese technology company’s headquarters in Shenzhen, establishing a formal partnership designed to accelerate digital transformation for regional e-commerce and technology enterprises, emaratalyoum.com reported on October 14, 2026.
Shenzhen Agreement Expands Cloud and AI Access
Under the terms of the agreement signed by Dubai Commercity General Manager Amna Lootah and Tencent Cloud General Manager for Middle East and North Africa Rachel Shi, registered businesses operating within the free zone gain direct access to specialized Tencent Cloud digital services and infrastructure, according to alkhaleej.ae. The partnership brings advanced artificial intelligence, cloud computing, data management, networking, and digital security solutions directly to Dubai-based firms.

Workshops and Hackathons Target Technology Exchange
Beyond infrastructure access, the collaboration mandates joint events, exhibitions, workshops, and hackathon competitions intended to foster technical knowledge exchange and stimulate cooperative ventures among trade and technology enterprises, emirates24.net noted. These initiatives aim to encourage the rapid adoption of modern digital tools across operational workflows.

Alignment With Dubai Economic Agenda D33
Amna Lootah stated that forming alliances with global technology leaders remains a fundamental pillar for developing Dubai’s digital trade ecosystem, alkhaleej.ae reported. Lootah emphasized that the partnership directly supports the objectives of the Dubai Economic Agenda D33, which targets doubling the size of the emirate’s economy by 2033 while establishing a diversified and competitive global business environment.
Infrastructure Scale and Global Reach
Tencent Cloud delivers specialized enterprise services backed by a robust global infrastructure encompassing 70 availability zones distributed across 25 geographic regions, alongside more than 3,200 content delivery network nodes and active operations in over 80 international markets, alkhaleej.ae confirmed. Rachel Shi noted that the collaboration strengthens the company’s footprint within the Dubai business community by enabling firms to streamline operations and enhance execution speed.
The collaboration with Dubai Commercity enhances our presence in Dubai’s business ecosystem and expands the scope of companies’ benefit from cloud computing services and digital solutions, helping them accelerate digital transformation and improve their operational efficiency.
Rachel Shi
The partnership integrates into the broader operational framework governed by the Dubai Integrated Economic Zones Authority, known as DIESZ, alongside joint venture partner Wasl Asset Management Group, to continuously elevate regional economic competitiveness.
