The primary concern is that offspring from these mass donors may unknowingly enter into romantic relationships with half-siblings, increasing the risk of genetic disorders due to inbreeding. This risk is amplified by the fact that, until recently, tracking of donor offspring was managed on a per-clinic basis, rather than through a centralized national database.
The situation with Jonathan Meijer brought the issue to a head. He exploited a legal gap to donate sperm to at least 13 clinics. A court order, issued on , forbade him from further sperm donations, with a potential fine of 100,000 euros per infraction. The court also mandated that he contact clinics abroad to request the destruction of any remaining sperm samples, with exceptions made for parents who had already conceived children using his donations.
The legal action was initiated by a foundation representing the interests of donor children and Dutch parents. Their argument centered on the violation of the donor children’s right to a private life, and the psychological distress caused by the increased possibility of accidental incest and inbreeding. The foundation, Donorkind, had previously identified at least 10 Dutch doctors who had illegally used their own sperm to impregnate patients, further underscoring the need for stricter regulations.
Prior to , the NVOG guideline limited the number of children allowed per donor to 25. This was subsequently reduced to 12. However, these guidelines were not consistently enforced, allowing individuals like Meijer to operate outside of these restrictions.
