The East West Railway Company (EWR Co) launched a new consultation on April 14, 2026, detailing a revised strategy to accelerate the construction of the rail link connecting Oxford, Milton Keynes, Bedford and Cambridge. The updated plan shifts from a sequential delivery model to a phased approach using independent construction packages, allowing sections of the railway and new stations to open as soon as they are completed.
The revised design aims to bring earlier economic benefits to passengers and developers by delivering key infrastructure work in parallel. This strategy is intended to reduce program risk and integrate new services with existing networks ahead of the full route completion.
Accelerated Infrastructure and Station Delivery
Under the new delivery phases, several critical infrastructure projects have been brought forward. The upgrade of the Marston Vale line, including track and electrification works between Oxford and Stewartby, is being accelerated to enable four trains per hour by the early 2030s. This segment is designated as the first major operational spine of the route.
The redevelopment of Bedford station is also being prioritized. The project includes new platforms, a western entrance, and transport hub upgrades to establish a central interchange that will unlock subsequent phases of the project.
In Cambridgeshire, works for the new Cambridge East station and other network enhancements are being accelerated. A new station entrance on Clifton Road at Cambridge station is proposed to provide early connectivity improvements.
The proposed East Coast Main Line interchange at Tempsford is now scheduled to start around 2030, which is five years earlier than previously planned. This infrastructure is intended to support a government-proposed new town and facilitate both east-west and north-south connectivity.
Strategic Economic Drivers and Capacity
The updated proposals reflect an increase in expected passenger demand, partly driven by the planned Universal resort near Bedford. To support this, EWR Co is prioritizing a new station at Stewartby on the Marston Vale line to serve the theme park.
To accommodate growth and increase efficiency, the company now proposes up to five trains per hour and longer trains for the entire route. The project will utilize hybrid electric/battery trains to align with net-zero goals.
In Cambourne, a new location for the station has been proposed to better serve the town and support future developments, which may include potentially 13,000 new homes. The design for Cambourne station includes a plaza beneath the station to allow access from both sides.
The new Cambridge East station, located near Cambridge City Airport, is included in the scope to expand rail connectivity and reduce congestion in the city center, although this specific development remains subject to third-party funding.
Regulatory Path and Design Updates
The current consultation is the final route-wide exercise before EWR Co submits a Development Consent Order (DCO) application in 2027. Some enabling works, station upgrades, and track improvements will be delivered ahead of the full DCO to allow construction to run in parallel with the formal consent process.
The updated designs follow a previous non-statutory consultation that resulted in more than 80 changes to the scheme. These updates were detailed in the You Said, We Did
