Rail services in the Naples metropolitan area of Italy will face significant disruptions on Monday, April 13, 2026, as staff from the regional rail operator Ente Autonomo Volturno (EAV) conduct a four-hour strike.

The walkout, called by the Orsa union, will affect train drivers and station staff. The strike is scheduled to take place from 11:00 to 15:00, impacting the Circumvesuviana, Cumana, and metro lines.

EAV manages transportation for approximately 125,000 daily passengers in the region. The disruption is expected to affect both local commuters and tourists traveling between Naples and destinations such as Pompeii and Sorrento.

Causes and Scope of the Action

The Orsa union initiated the strike following several weeks of tension regarding labor conditions. The primary grievances cited include staff shortages, alleged safety lapses, and delayed welfare payments.

While EAV has confirmed the protest, the company noted that the actual impact on services will depend on the level of staff participation. EAV stated that During the strike, the operation of trains is subject to the number of participating workers.

To mitigate the impact, EAV has committed to running a minimum service during legally protected peak-hour periods. However, the operator warned that cancellations are likely for trains scheduled outside those specific windows.

Impact on Travel and Logistics

The timing of the strike is expected to create particular challenges for the cruise industry. Monday turnarounds in Naples rely heavily on the Circumvesuviana line for shore-excursion transfers and crew changes.

Authorities and travel-management companies anticipate heavy road congestion, particularly on the A3 motorway, as passengers switch to private vehicles. Replacement bus services are reported to be limited.

Corporate travel managers are advising groups to utilize ride-sharing applications permitted within the port area or to pre-book private bus transportation to avoid delays.

Future Outlook and Guidance

Negotiations between EAV management and the union are scheduled to resume on Wednesday, April 16, 2026. EAV management has indicated that if an agreement is not reached, a full 24-hour strike could be triggered later in the month.

Travelers are advised to take the following precautions:

  • Consult the official EAV website for the list of guaranteed departure times and the first trips guaranteed upon the resumption of service.
  • Monitor the @EAVCampania X feed for real-time updates.
  • Budget for alternative transport, such as taxis, for those with posted workers in the Campania region.

This disruption follows a series of transport-related issues in Italy throughout April 2026, including a national rail strike on April 10 and 11, and engineering-related disruptions on the Rome-Florence high-speed line on April 12.
