The Estonian Defence Forces (EDF) and the Estonian Centre for Defence Investments (ECDI) have begun constructing anti-tank ditches along the southeastern border of Estonia. These fortifications are located in Setomaa Parish and are a primary component of the Baltic Defence Line initiative.

The project is designed to halt a potential enemy military attack at the national border, specifically within the first few meters of the territory. According to officials, the construction of these ditches is intended to increase the speed and effectiveness of military responses, allowing the EDF and its allies to stop an adversary immediately.

Strategic Objectives of the Baltic Defence Line

The Baltic Defence Line is a strategic initiative aimed at enhancing Estonia’s national security infrastructure. The anti-tank ditches in Setomaa are being integrated into a broader defensive zone, which will consist of a network of strategically positioned defensive support points.

Strategic Objectives of the Baltic Defence Line

This comprehensive defensive zone is planned to include several types of infrastructure to support military operations, including:

  • Accommodation facilities for personnel
  • Barrier elements
  • Storage areas
  • Other supporting infrastructure

Military officials state that the implementation of this zone helps reduce losses in both equipment and personnel for the defending forces. Lieutenant Colonel Ainar Afanasjev, the head of the Engineer Section of the Defence Forces Division, clarified that the construction of these ditches does not imply an immediate military threat to Estonia.

Timeline and Implementation

Construction of the anti-tank ditches, which span nearly 40 kilometers, began in June 2025. The project involves cooperation with the local community in Setomaa, with much of the work taking place on private land.

The development of the line has progressed with the arrival of various defensive materials at the end of 2024, including T-Wall roadblocks, dragon’s teeth and large quantities of tripwire and barbed wire.

The development of the Baltic Defence Line is progressing at a rapid pace. At the end of last year, large quantities of barbed and tripwire, dragon’s teeth, and T-Wall roadblocks arrived. We are about to announce the procurement of concrete bunkers, and the first defence strongpoints should be completed in the autumn. The construction of these anti-tank ditches supports the overall integrity of the Baltic Defence Line.

Armin Siilivask, project manager for the Baltic Defence Line at the Estonian Centre for Defence Investments

Following the initial construction of the ditches and the delivery of roadblocks, the project moved toward the installation of concrete bunkers. Reports indicate that the first bunkers on the Baltic Defense Line were installed by December 17, 2025.
