Revised University Admission Regulations Take effect
HANOI (AP) — Vietnam’s Ministry of Education and Training has implemented significant changes to university and college admission regulations,outlined in Notice 06/2025/TT-BGDDT,effective May 5. The notice revises and supplements provisions initially published in Notice 08/2022/TT-BGDDT.
Key changes include the elimination of early admission options. The new regulations also mandate that high school academic performance, specifically 12th-grade scores, must constitute a substantial portion – exceeding 25% – of the admission criteria when high school transcripts are used for evaluation.
Educational institutions employing multiple screening methods are now required to establish and publicize clear equivalency rules for input criteria, admission scores, and methodologies, aligning with the Ministry’s guidelines. these conversion rules must be disclosed concurrently with the announcement of minimum quality thresholds for admission.
Applicants are no longer required to select specific codes or combination codes.Instead, they will designate their desired programs, majors, educational groups, and institutions directly.
To broaden access for students from diverse regions, the regulations remove specific educational program requirements, allowing each major and program to have up to four admission unions. There is no limit to the number of entries.
The updated regulations permit institutions to incorporate converted foreign language scores into the admissions process. However, the weighting of scores derived from foreign language certifications cannot exceed 50%.
A cap has been introduced,limiting bonus points to a maximum of 10% of the total admission evaluation scale (e.g., a maximum of 3 points on a 30-point scale), aiming to ensure a fairer admissions process.
Increased Food Support for Students in Minority and Mountainous Areas
The government’s Decree 66/2025/ND-CP, effective March 12, 2025, expands support for nursery children, students, and trainees in educational institutions located in minority and mountainous regions, particularly those in disadvantaged coastal and island communities.
A significant addition is the inclusion of children aged 3 months to 3 years in the list of beneficiaries eligible for national budget support.This expansion aims to promote preschool education in underserved areas and ensure equitable access to national support policies.
Under Decree 66/2025/ND-CP,children in dormitory kindergartens receive 360,000 VND per month. Kindergartens with children attending receive 700,000 VND per month (for less than 9 months per grade) for lunchtime meals.
this represents a doubling of the meal support compared to the previous regulations under Decree 105/2020/ND-CP, which provided 160,000 VND per month per child for preschool children aged 3-6 years.
the decree also allocates funds to kindergartens for purchasing essential learning materials such as paper, cartoons, crayons, pencils, and toys, and also blankets, curtains, and personal items. Support is also provided for electricity and water expenses necessary for children living and learning in dormitory kindergartens.
New Regulations on International Educational Cooperation
On March 27, 2025, the ministry of Education and Training issued Notice 07/2025/TT-BGDDT, outlining regulations for educational cooperation between Vietnamese and overseas higher education institutions at the undergraduate, master’s, and doctoral levels.
Notice 07/2025/TT-BGDDT addresses joint education programs approved by competent authorities, in accordance with government regulations on foreign cooperation and investment in education. It applies to both Vietnamese and foreign higher education institutions, as well as related organizations and individuals involved in collaborative training programs.
The notice covers various aspects, including the scope of request, educational formats, foreign language requirements, program transfers, qualifications of professors and foreign instructors, and the protection of learner rights.
this notice, effective May 5, replaces Circular 38/2020/TT-BGDDT, issued on October 6, 2020, by the Ministry of Education and Training.
