Investigation into Tariff inversions
Kamel Al-wazir, Minister of Industry and Transport and Deputy Prime Minister for Industrial development, announced the formation of a committee to investigate customs disparities that negatively impact Egyptian industries. The committee, chaired by the Ministry of Investment and Foreign Trade, will include representatives from the Ministries of Industry and Finance. The core issue is a tariff inversion, where finished products are sometimes subject to higher tariffs than the raw materials and inputs used to create them.
This situation creates a important disadvantage for local manufacturers, hindering their competitiveness and potentially stifling growth. The committee’s mandate is to identify these harmful disparities and propose corrective measures to address them. Specific sectors affected, including vehicles and others, where highlighted during the 35th meeting of the Ministerial Group for Industrial Development.
Tariff inversions are a common problem in developing economies, often stemming from complex tariff structures and a lack of coordination between different government agencies.Correcting these imbalances is crucial for fostering a robust and competitive manufacturing sector.
Infrastructure Handover and Industrial Zone Development
The meeting also addressed the transfer of essential infrastructure – water, sewage, and electricity - previously managed by the industrial Development Authority (IDA) to affiliated utility companies. This handover applies to industrial zones in Qena and Sohag, as part of the broader Upper Egypt Local Development Program.
The Upper egypt Local Development programme encompasses 13 industrial complexes established under the presidential youth employment initiative. Al-Wazir emphasized the importance of a swift and efficient handover to ensure the continued operation and maintenance of this vital infrastructure. He further recommended the creation of investor associations within each industrial zone to collectively manage maintenance, security, and service fees. This collaborative approach aims to improve service delivery and address investor concerns.
The program represents a significant investment in Upper Egypt,aiming to stimulate economic growth and create employment opportunities in a historically underserved region. The accomplished handover of infrastructure is critical to attracting further investment and realizing the program’s full potential.
Environmental Compliance and Wastewater Treatment
Al-Wazir stressed the importance of environmental protection, mandating that all factories producing industrial wastewater install treatment units before discharging effluent. This measure is designed to safeguard the environment and protect associated infrastructure from pollution and damage. Compliance with environmental regulations is increasingly becoming a key factor in attracting foreign investment and accessing international markets.
Expansion Plans for Blue Sky Refrigerated Storage
The meeting reviewed a proposal from Blue Sky, a UK-based company operating two factories in the 10th of Ramadan City specializing in the production and export of fresh fruit. blue Sky plans to construct a new 10,000-square-meter refrigerated storage facility to expand its capacity and enhance its export capabilities.
The Ministry of Housing, Utilities and urban Communities has been directed to provide full support in allocating suitable land for the project. This demonstrates the government’s commitment to supporting foreign investment and facilitating the growth of export-
