Egypt’s Financial Regulatory Authority (FRA) has mandated that all licensed consumer finance providers and micro, small, and medium enterprise (MSME) lenders implement one-time password (OTP) verification within two months, according to an official decision. The regulatory directive, issued by FRA Chairperson Islam Azzam, enforces Board of Directors Decision No. 133 of 2026 to curb identity theft and strengthen data accuracy across non-banking financial activities.

Mandate Details and Two-Month Implementation Timeline

Under the newly enforced rules, companies and entities holding licenses to provide consumer finance and MSME financing must complete all necessary technical and regulatory measures within a maximum period of two months. According to reporting from Daily News Egypt, the mandate applies broadly across the Egyptian financial sector, encompassing dedicated consumer finance companies as well as institutions, associations, and companies providing funding for medium, small, and micro enterprises. The directive specifically requires finance providers to send an OTP to a customer’s verified mobile phone number during two distinct operational stages. Lenders must issue an OTP when customers enter into financing agreements, and a separate OTP must be sent when the approved financing is actively used. Furthermore, finance providers are required to maintain a record of each verification code issued. This enforcement standardizes customer interaction protocols across all regulated institutions operating within Egypt’s consumer and MSME lending markets.

Combating Identity Theft and Financial Manipulation

FRA Chairperson Islam Azzam stated that integrating OTP verification into the customer identity system is designed to facilitate the early detection of harmful practices and manipulation. Authorities aim to prevent fraudulent attempts to secure financing for consumer or productive purposes using stolen identities. The regulatory safeguard specifically targets the submission of incorrect personal data, shielding individuals acting in good faith from adverse impacts on their personal creditworthiness.

Broader Fintech Compliance and National ID Checks

The OTP mandate operates alongside existing regulatory compliance measures governing non-banking financial activities in Egypt. According to FRA guidelines, supervised companies utilizing financial technology, alongside fintech-related outsourcing service providers, must cross-verify customer data against official national identification records and mobile phone ownership registries. Regulated lenders are also required to screen customers against official money laundering and asset-disposal restriction lists. These background checks are enforced pursuant to FRA Board of Directors Decision No. 186 of 2024 and its subsequent amendments, most recently Decision No. 133 of 2026.
