Starting in September 2025, a substantial €600 million government incentive program will be rolled out to encourage the purchase of new electric cars. Announced by the minister of the Environment and Energy Safety, Gilberto Pichetto fratin, this initiative aims to accelerate the adoption of zero-emission vehicles across Italy.
This isn’t just about buying a new EV; it’s a comprehensive plan that includes scrapping older, polluting thermal vehicles. The goal is ambitious: to see at least 39,000 zero-emission vehicles on our roads by June 30, 2026.
Who Can Benefit from These Generous Incentives?
The government has designed this program to be accessible to a broad range of individuals and businesses.
For Private Individuals:
If you’re a private citizen residing in “functional urban areas” – essentially, cities and their surrounding commuter zones – you’ll be eligible to apply for these incentives when purchasing an electric vehicle of category M1 (standard passenger cars).
For Micro-Enterprises:
Small businesses and micro-enterprises are also in focus. You can receive incentives when acquiring electric commercial vehicles falling under category N1 (freight transport vehicles with a mass up to 3.5 tons) and category N2 (freight transport vehicles with a mass up to 12 tons).
The Ministry is currently finalizing the specific decree that will outline the precise criteria and methods for distributing these incentives.Once this is complete,an IT platform will be launched. This platform will serve as the central hub, allowing both beneficiaries to access the incentives and economic operators to offer eligible new electric vehicles.
Understanding the Incentive Amounts: What You Can Save
The amount of incentive you can receive is tiered, taking into account your economic situation, specifically your ISEE (Indicatore della Situazione Economica equivalente – equivalent Economic Situation Indicator). This ensures that the support is directed effectively.
Here’s a breakdown of the maximum figures announced by Minister Pichetto Fratin:
Up to €11,000: For private individuals with an ISEE of €30,000 or less. This is a significant contribution towards making electric mobility more affordable for lower-income households.
Up to €9,000: For private individuals with an ISEE between €30,000 and €40,000.
* up to 30% of the purchase price (capped at €20,000): For micro-enterprises. This substantial support aims to encourage businesses to transition their fleets to electric.
