Elegia Group reports 55.8 million euros business turnover for 2025

Group Elegia, a major public planning local company operating in the Auvergne-Rhône-Alpes region, reported a consolidated business turnover of 55.8 million euros for 2025, according to figures shared by Director General Christian Breuza. Of that total, subsidiaries generated 34.8 million euros, while operations averaged 90 million euros per year over the trailing five-year period.

Scope and Diversification Across the Alpine Corridor

Established initially around its founding entity Territoires 38—which marks its 70th anniversary in 2027 alongside the group’s 10-year existence milestone—Elegia employs 104 staff members across sites in Grenoble and l’Isle-d’Abeau, with plans to relocate operations to Bourgoin-Jallieu. Under Breuza, who has led the organization since 2017, the company expanded its footprint beyond Isère into the broader Alpine corridor, spanning Savoie, Haute-Savoie, Drôme, and Hautes-Alpes.

Breuza notes that traditional mixed-economy company frameworks have evolved, making it unfeasible to balance public planning budgets solely through historical concessions and delegated project management fees. To adapt, Elegia diversified into real estate promotion, covering both economic developments and housing. While the group maintains limited operations in the Lyon east area such as Vénissieux for Foncière logement and a school project in Villeurbanne, it coordinates boundaries with the Société d’équipement du Rhône et de Lyon (Serl) to avoid overlapping territories.

Governance and Institutional Partnerships

The group operates under a governance structure involving roughly 80 public shareholder authorities across its member entities. The president of the Department of Isère serves as the president of Group Elegia, maintaining close ties with executive leadership. Breuza emphasizes that the organization functions as a technical operator rather than a partisan entity, delivering projects for local authorities regardless of political alignment.

Elegia handles assignments for the Isère Department ranging from college extensions and renovations to road maintenance facilities, smaller environmental initiatives, and tourist infrastructure like the Petit Train de La Mure. Shareholder structures vary by territory, with the Department of Isère, the City of Grenoble, and Grenoble-Alpes Métropole holding majority stakes in historical Grenoble entities like Territoires 38 and Isère aménagement. In Nord Isère, Sara Aménagement and Sara développement list the Porte de l’Isère urban community and Nord Dauphiné communes as majority shareholders. In 2025, Elegia also earned the Lucie 26000 corporate social responsibility label.
