The government announced a comprehensive overhaul of school food standards in England on April 13, 2026, aimed at combating childhood obesity and widespread tooth decay. The new regulations represent the first major update to these standards in 13 years.

Education Secretary Bridget Phillipson described the initiative as the most ambitious overhaul of school food in a generation. The policy seeks to ensure children have access to nutritious meals that support their ability to concentrate and learn.

The changes are driven by critical public health data. NHS figures released in January 2024 indicated that 24% of nursery and primary school children were overweight or living with obesity.

The government is responding to these trends following parent polling which revealed that three quarters of parents are concerned about the food their children consume at school.

Restrictions on Deep-Fried and High-Sugar Foods

Under the new guidelines, deep-fried foods will be banned completely from school menus. This includes calorific classics such as chicken nuggets and battered fish.

While the government has stated a complete ban on deep-fried items, some reporting indicates that breadcrumb-coated or batter-coated options, such as fish and chips, may be permitted once a week.

The overhaul also targets grab and go food options. Schools will no longer be permitted to offer unhealthy daily choices such as pizza and sausage rolls.

Sides prepared using oil or fat, including hash browns and chips, will be strictly limited to no more than twice per week.

New Standards for Desserts and Nutrition

The government is introducing strict limitations on sugary treats and desserts. Items such as waffles, cakes, and ice cream will be restricted to once a week.

Starting in September 2027, it will be mandatory for all school puddings to consist of at least 50% fruit. This requirement puts the future of traditional items like jam doughnuts and steamed sponges in doubt.

To increase the intake of fiber and essential nutrients, the standards require a greater provision of wholegrains, vegetables, and fruit across all school breakfasts and lunches.

Every meal served must be accompanied by at least one portion of salad and vegetables. Fruit will be required for the majority of the school week, replacing sugar-laden alternatives.

Implementation and Menu Changes

The updated standards will begin to apply in September 2026. A phased introduction is planned for secondary schools, which will be allowed two portions of sweet treats or desserts weekly starting in September 2027, before reducing to one portion by 2028.

Sample menus provided as part of the overhaul suggest a shift toward more wholesome main courses, including:

  • Jerk chicken with rice and peas
  • Mexican-style burritos
  • Spaghetti bolognese
  • Cottage pie served with root-and-veg mash

To ensure compliance with these new health standards, every school will be required to publish its menus online for public viewing.

Broader Public Health Initiatives

The food standards overhaul coincides with an expansion of breakfast programs. Over 500 new Free Breakfast Clubs are opening in April 2026, providing places for up to 142,000 children.

These new clubs add to 750 schools where free breakfast clubs have already been implemented. The government notes that these programs can save parents up to £450 annually and reclaim up to 95 hours of time per year.
