Quebec Union Expresses Skepticism Over Government Plans to Reduce Bureaucracy at Surroundings Ministry

The Quebec Public and Private Employees Union (SPGQ) has voiced strong skepticism regarding recent announcements from the Quebec government concerning plans to reduce bureaucracy within the Ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP) – the Ministry of the Environment, the Fight against Climate Change, Wildlife and Parks. The government aims to streamline processes, but the SPGQ fears these cuts will ultimately harm environmental protection and the fight against climate change.
Union Concerns Over Past Actions
Guillaume Bouvrette,president of the SPGQ,stated the union is “skeptical,” noting a recurring pattern of discrepancies between ministerial promises and actual outcomes. He argues that previous attempts at cost-cutting haven’t involved genuine reductions in spending, but rather cuts to essential services. “There are specialists who are fired and rehired as consultants the next day because the MELCCFP cannot do without their expertise,” Bouvrette explained. This practice,he contends,simply shifts costs without addressing underlying issues.
The union also alleges the government has curtailed monitoring of vulnerable species to limit overtime expenses. “In light of what we have experienced in recent months, we can only be worried about this declaration,” Bouvrette indicated.This raises concerns about the long-term impact on biodiversity and conservation efforts within the province.
Balancing Efficiency with Environmental Protection
While the SPGQ supports efforts to reduce unnecessary paperwork, it insists this should not come at the expense of environmental safeguards. “We cannot afford to reduce environmental requirements and the fight against climate change while we are in the middle of a climate crisis,” Bouvrette emphasized. Quebec, like many regions, is experiencing increasingly visible effects of climate change, including more frequent and intense weather events as detailed in recent reports.
Recent Staff Reductions and Expertise Loss
The SPGQ points to the elimination of 134 positions at the MELCCFP in September as evidence of the government’s approach. The Deputy Minister reportedly described these cuts as “terrible,” acknowledging the notable loss of institutional knowledge and expertise. “The ministry sacrificed its successors and lost invaluable expertise,” Bouvrette lamented. This loss of experienced personnel could hinder the ministry’s ability to effectively implement and enforce environmental regulations.
