Turkey’s fifth Antalya Diplomacy Forum concluded on April 19, 2026, with Turkish President Recep Tayyip Erdoğan positioning the event as a diplomatic triumph, particularly in advancing dialogue on the Ukraine conflict amid heightened geopolitical tensions. The forum, held in the southern Turkish city of Antalya from April 16 to 19, brought together over 1,200 participants from more than 100 countries, including foreign ministers, senior diplomats, business leaders, and representatives from international organizations.

Central to the forum’s agenda was the ongoing war in Ukraine, with sessions dedicated to exploring pathways for de-escalation and humanitarian cooperation. Russian Foreign Minister Sergey Lavrov attended in person, marking one of his few appearances at a Western-aligned diplomatic gathering since the full-scale invasion began in February 2022. Ukrainian officials participated via video link, maintaining Ankara’s longstanding role as a conduit for communication between Kyiv and Moscow.

Erdoğan opened the forum with a keynote address emphasizing Turkey’s commitment to “active neutrality” and its capacity to host difficult conversations. “We do not choose sides in conflicts; we choose peace,” Erdoğan stated, according to the official transcript released by Turkey’s Directorate of Communications. He highlighted Turkey’s humanitarian contributions, noting that the country has hosted over 3.6 million Syrian refugees and facilitated multiple grain export agreements under the Black Sea Initiative, which helped alleviate global food insecurity in 2023 and 2024.

The forum also featured a high-level business and investment track, reflecting Turkey’s broader strategy to leverage diplomatic engagement for economic gain. Over 300 business delegates attended sessions on energy transition, infrastructure development, and digital trade corridors. Turkish officials announced preliminary agreements with European and Gulf investors to explore renewable energy projects in Anatolia, particularly in wind and solar power, with potential investments exceeding $8 billion over the next five years.

In a panel on global supply chain resilience, Turkish Trade Minister Ömer Bolat underscored the country’s logistical advantages, citing its customs union with the EU and strategic position at the crossroads of Europe, Asia, and Africa. “Turkey is not just a bridge—We see a logistics hub,” Bolat said, pointing to record container throughput at the Port of Mersin, which handled 4.8 million TEUs in 2025, a 12% increase from the previous year.

The Antalya Diplomacy Forum has grown since its inception in 2022 into a recurring platform for informal diplomacy, often compared to forums like Davos or the Shangri-La Dialogue, though with a distinct focus on mediating regional conflicts and fostering South-North dialogue. Analysts note that Erdoğan’s personal investment in the forum enhances Turkey’s soft power, particularly in the Global South, where Ankara has sought to position itself as a leader of non-aligned nations.

While no formal agreements were signed during the 2026 forum, participants reported progress in backchannel discussions on prisoner exchanges between Russia and Ukraine, as well as coordination on humanitarian access to besieged areas in eastern Ukraine. Turkish officials confirmed that intelligence-sharing mechanisms established during previous Antalya forums contributed to the safe passage of over 1,200 civilians from conflict zones in 2025.

The forum concluded with a joint statement calling for renewed commitment to the principles of the UN Charter, respect for territorial integrity, and the importance of multilateral institutions in preventing escalation. Erdoğan reiterated Turkey’s readiness to host further dialogue, stating, “Our doors remain open—not as mediators imposing solutions, but as facilitators of honest conversation.”
