BRUSSELS — The European Union on Thursday approved a $106 billion loan package to support Ukraine’s economic and military needs, ending months of political deadlock after Hungary lifted its veto following the resumption of Russian oil flows through a critical pipeline to Hungary and Slovakia.

The 90-billion-euro package, equivalent to approximately $106 billion, was confirmed by EU leaders during a summit in Ayia Napa, Cyprus, on April 23, 2026. The funds are intended to bolster Ukraine’s war-ravaged economy and defense capabilities over the next two years, with two-thirds allocated to military support and the remainder directed toward broader financial assistance.

Deadlock Broken After Pipeline Dispute

The loan package had been stalled since February 2026, when Hungary and Slovakia blocked its approval in protest over the suspension of Russian oil deliveries through the Druzhba pipeline. The pipeline, a vital supply route for both countries, was damaged in January 2026, an incident Ukrainian officials attributed to Russian drone attacks. Hungary, led at the time by Prime Minister Viktor Orbán, demanded the restoration of oil flows as a precondition for lifting its veto on the loan.

On April 22, 2026, Ukraine confirmed that repairs to the pipeline had been completed, allowing oil deliveries to Hungary and Slovakia to resume. Hours later, EU ambassadors granted preliminary approval to the loan package, with final sign-off occurring the following day. The resolution of the pipeline dispute coincided with Orbán’s electoral defeat in Hungary’s April 2026 elections, which paved the way for a reset in Budapest’s relations with Brussels under incoming Prime Minister Péter Magyar.

EU Leaders Hail Decision as Critical Support

European Council President António Costa described the loan package as a fulfillment of the EU’s commitment to Ukraine. “Promised, delivered, implemented,” Costa wrote on social media following the approval. Speaking to reporters at the Cyprus summit, he emphasized the importance of advancing Ukraine’s bid for EU membership, stating that the priority now was to support Kyiv’s integration into the bloc.

Ukrainian President Volodymyr Zelenskyy, who attended the summit, expressed gratitude for the EU’s support. “We will work to make sure the funds are delivered as soon as possible,” he said, highlighting the urgency of the financial assistance for Ukraine’s defense and economic stability.

French President Emmanuel Macron also welcomed the decision, framing it as a continuation of the EU’s “concrete” support for Ukraine. The loan package is expected to be disbursed in the coming weeks and months, providing a critical lifeline as Ukraine continues to resist Russian military advances.

Broader Sanctions Package Also Approved

In addition to the loan package, the EU approved its 20th round of sanctions against Russia, targeting individuals and entities linked to the ongoing war. The sanctions, initially prepared to mark the fourth anniversary of the conflict in February 2026, had also been delayed by Hungary and Slovakia’s opposition. With the deadlock resolved, the measures are now set to take effect.

EU foreign policy chief Kaja Kallas underscored the significance of the loan package, stating that it demonstrated Russia’s inability to outlast Ukraine. “Ukraine really needs this loan and it’s also a sign that Russia cannot prevail,” she said ahead of the ambassadors’ meeting that finalized the approval.

Economic Lifeline for Ukraine

Ukrainian Deputy Prime Minister Taras Kachka described the loan as “a matter of life and death” for Kyiv, emphasizing its role in sustaining both military operations and civilian infrastructure. The funds are expected to address immediate budgetary shortfalls and support long-term reconstruction efforts as the war enters its third year.

The approval of the loan package reflects a broader consensus among EU member states on the need to maintain financial and military support for Ukraine amid ongoing Russian aggression. While Hungary’s opposition had previously disrupted EU unity, the resolution of the pipeline dispute and Orbán’s departure from office removed key obstacles to the agreement.

As the EU prepares to disburse the funds, attention will now turn to the implementation of the loan and its impact on Ukraine’s ability to sustain its defense efforts and stabilize its economy in the face of prolonged conflict.
