The World Health Organization (WHO) and the European Union (EU) have renewed their commitment to achieving universal health coverage with the launch of Phase V (2025-2028) of the Universal Health Coverage (UHC) Partnership. This initiative, WHO’s largest platform for strengthening health systems, aims to advance primary health care globally. The proclamation was made on September 21, 2023, by European commissioner for International Partnerships, Jozef Síkela, and WHO Director-general, Dr. Tedros Adhanom Ghebreyesus, during the 80th UN General Assembly in New York City. Phase V will be supported by a new EU financial contribution of €40 million, with an additional contribution planned for 2027. This funding will be directed towards building resilient, equitable, and peopel-centered health systems – considered crucial for achieving the health-related Sustainable development Goals (SDGs).The EU has been a foundational and leading donor to the UHC Partnership, enabling WHO to provide long-term support to countries striving for better health outcomes.
Phase V Priorities
The initiative will focus on four key priorities:
- Strengthening Health Financing, Governance, and Policy: Focusing on reforms to build self-reliant health systems.
- Strategic Planning and Assessment: utilizing evidence-based approaches to improve health sector performance.
- Integrated Service Delivery: Ensuring high-quality, affordable healthcare, including sexual and reproductive health and noncommunicable disease services, through a primary health care (PHC) approach.
- Promoting Equity and Resilience: Addressing inequalities, promoting gender equality, and building climate resilience within health systems.
The emphasis on a primary health care (PHC) approach is central to the partnership’s strategy.PHC, as defined by the WHO, focuses on accessible, affordable, and thorough care that addresses the majority of a population’s health needs throughout their lives.
