The European Union imposed sanctions on 23 individuals and entities on May 11, 2026, linked to the deportation, forced transfer, and ideological “re-education” of Ukrainian children in Russia and occupied territories.
The sanctions were announced during a high-level meeting in Brussels, where European leaders intensified pressure on Moscow to facilitate the unconditional return of thousands of minors taken since the start of the war.
International Coalition for the Return of Ukrainian Children
On May 11, 2026, representatives from the European Union, Ukraine, and Canada hosted the “High-level Meeting of the International Coalition for the Return of Ukrainian Children.” This initiative was originally announced by European Commission President Ursula von der Leyen during her 2025 State of the Union address.
The meeting included representatives from approximately 60 countries who reaffirmed a shared commitment to secure the return of every Ukrainian child unlawfully deported or forcibly transferred by Russia. The coalition also aims to ensure full accountability for these actions.
Representing the European Union at the meeting were Commission President Ursula von der Leyen, High Representative and Commission Vice-President Kaja Kallas, and Commissioner for Enlargement Marta Kos.
Financial Commitment and Legal Framework
The European Union has allocated €50 million to provide concrete support for the return and recovery of the children. These funds are designated for strengthening protection systems, providing education, and ensuring justice for the affected minors.
During the Brussels meeting, Kaja Kallas, Ursula von der Leyen, and international partners characterized the systematic removal and militarized indoctrination of Ukrainian children as one of the gravest crimes of Russia’s aggression.
Tens of thousands of Ukrainian children taken by Russia remain separated from their country and loved ones. We will not rest until every single one of them is reunited with their families.
