EU States Call for Outsourcing Migration Policy After New Pact Completion
The European Union recently completed the New Pact on Migration and Asylum. This agreement followed four years of tough negotiations. A group of 15 member states, led by Denmark, has now proposed new approaches to handle migration and asylum. They argue that the rise in irregular migration needs fresh solutions.
The member states stress that the EU should build strong partnerships with countries along migration routes. They suggest focusing on supporting refugees and local communities instead of just managing irregular migration in Europe. Their statement aims to reduce the incentives for irregular migration and make journeys safer.
The letter, dated May 15 and released Thursday, is addressed to the European Commission’s top officials. Besides Denmark, countries like Bulgaria, Greece, Italy, and Poland support this initiative. They suggest shifting some responsibilities from EU countries to neighboring nations.
Signatories propose creating lasting partnerships with critical transit countries, similar to deals the EU has made with Turkey, Tunisia, and Egypt. They highlight a protocol between Italy and Albania, which allows Italy to process many asylum applications in Albania without EU intervention.
The proposal suggests rescuing migrants at sea and bringing them to safe locations outside the EU. The letter follows the completion of the New Pact and is likely to influence future policies. Although Denmark is not bound by the New Pact due to its opt-out status, it is leading this initiative.
The Commission will analyze the proposal, emphasizing the implementation of the approved reform as a priority. The signatories believe the New Pact offers a good foundation to address irregular migration but call for additional measures.
They suggest outsourcing policies related to the return of migrants who do not qualify for international protection. Currently, return rates remain low, often between 25% and 30%. The countries propose establishing return hub mechanisms outside the EU for migrants awaiting removal.
Another idea includes sending asylum seekers to “safe third countries” to alleviate pressures on national authorities. However, this concept faces criticism from NGOs, as they argue it can lead to human rights abuses.
The letter calls for stricter rules against human trafficking and migration manipulation, stressing compliance with international legal obligations. Overall, the letter pushes for outsourcing migration and asylum policy, reflecting growing support across member states. This trend may gain prominence in EU discussions, especially with upcoming parliamentary elections.
