EU’s ‘One Market’ Initiative: Simplifying Travel in Europe

Europe Aims for Seamless Travel Market by 2027

Brussels, Belgium – February 25, 2026 – The European Union is embarking on an ambitious plan to create a fully integrated single market for travel and tourism, dubbed “One Europe, One Market,” with a target completion date of the end of 2027. The initiative, announced by European Commission President Ursula von der Leyen on February 12th, seeks to address fragmentation and boost the EU’s competitiveness against the United States and China.

Currently, the EU accounts for 12.91% of global GDP, significantly less than the US (13.86%) and China (20.36%), according to projections from the International Monetary Fund. Von der Leyen has described the current state of the European economy as operating “with the handbrake on,” citing interstate barriers within the EU as being three times higher than those in the US.

The “One Europe, One Market” strategy centers around five key pillars: regulatory simplification, a unified market, trade, digital advancements, and energy. A core component of the plan involves a “deep house cleaning on the acquis,” meaning a streamlining of existing EU directives and a shift towards more regulations to reduce the 27 different regulatory realities currently existing across member states.

The initiative aims to simplify travel and business operations by eliminating bureaucratic hurdles that hinder the movement of goods and services within the tourism sector. This includes reducing compliance costs for businesses and ensuring more consistent services for travellers. Harmonizing tourism-related laws governing transportation, hospitality, and accommodation is a key objective.

Beyond simplification, the EU is prioritizing digital and sustainable tourism. Investments in digital technologies will focus on improving booking systems, transportation networks, and accommodation management. Simultaneously, the strategy supports broader EU sustainability goals through enhanced public transportation, energy efficiency in tourist facilities, and incentives for eco-friendly tourism practices.

The move comes as Europe faces increasing competition from the US and China in attracting international tourists. By leveling the playing field and improving accessibility, the EU hopes to maintain its position as a leading global tourism destination and stimulate economic growth.

The strategy also seeks to strengthen tourism *within* the EU, making it easier for European citizens to travel and conduct business across member states. This is expected to foster more vibrant tourism markets, improve services, and encourage regional collaboration.

Several European countries are already experiencing strong tourism growth. Spain, for example, recorded over 300 million nights spent in accommodation establishments in 2023. France and Italy are also seeing significant increases in international arrivals. The EU believes that removing obstacles and streamlining cross-border operations will further enhance the tourism experience in these and other destinations.

The introduction of streamlined visa procedures, such as the European Travel Information and Authorisation System (ETIAS), is also expected to contribute to increased tourism by making it easier for non-EU citizens to visit Europe.

According to Fredrik Ericsson, Director of the European Centre for International Political Economy in Brussels, a key challenge will be finding ways to invest more European savings into European markets. This is seen as crucial for supporting the long-term growth and competitiveness of the tourism sector and the wider European economy.

The “One Europe, One Market” initiative represents a significant step towards a more integrated and accessible European tourism experience. If successful, it promises to deliver benefits for both travellers and businesses, positioning Europe as a top destination for years to come.
