The EU is facing divisions regarding its position on Israel. Outgoing chief diplomat Josep Borrell plans to propose suspending political dialogue with Israel over human rights violations in Gaza. This meeting with EU foreign ministers will be the first formal discussion on Israel’s actions and highlights the split within the EU.

Some member states, like Hungary, Czech Republic, and Austria, strongly support Israel, while Spain and Ireland take a more critical stance. Borrell’s remarks about Israel’s military campaign have widened these gaps, especially amid a shift in U.S. leadership affecting Middle East policy.

Incoming chief diplomat Kaja Kallas is expected to adopt a consensus-building approach. During her time as Prime Minister of Estonia, she increased humanitarian aid to Gaza and supported a UN resolution to enhance Palestinian status, although Estonia does not officially recognize Palestine.

Israeli officials hope for a fresh start under Kallas, while Arab diplomats anticipate her to advocate for international law’s respect in the Middle East.

Most diplomats agree that internal divisions will likely persist, regardless of who holds the position.


U.S. Influence on EU Policy

President-elect Donald Trump’s cabinet selections indicate a strong pro-Israel stance, potentially prioritizing Israel’s interests above others in the region. This may affect the EU’s ongoing efforts to revive discussions on a two-state solution for the Israeli-Palestinian conflict, complicating future initiatives.
