A procurement program for six Hermes 900 ⁣reconnaissance drones by the swiss armed forces is facing important delays and a reduction in planned functionality. ⁣Originally slated for completion ‍in 2019,the program is now projected to conclude in 2029,representing a decade-long delay. Defense Minister Martin Pfister initially considered canceling ⁢the purchase upon taking office due ⁢to ⁣these issues.

Compromise Reached, Functionality‍ Sacrificed

The Federal Department of Defense, armament Department, and the Swiss Army have reached a compromise to continue the program, but with key features removed. According to reports, the drones will ‌no longer ⁢be equipped with an obstacle avoidance system, an self-reliant ⁣GPS-free start and landing system, or an anti-gap system as reported by WP Tech.

This⁤ decision stems from technical challenges and associated risks, as acknowledged by the ⁣Swiss Ministry of Defense.

Operational Limitations

The removal of ⁣these features‌ will impose operational limitations. Specifically, the drones will be unable to fly in icing conditions or in mundane fog. ⁣Furthermore,⁢ they will require escort‌ by other aircraft ⁣when operating in uncontrolled airspace during daylight ⁣hours. These restrictions considerably impact the drones’ potential deployment scenarios and effectiveness.

Ongoing Technical Risks and⁢ compensation

Despite⁤ the ‌reduced requirements, the project ⁤still faces technical risks related to software and control systems.‍ Elbit, the manufacturer of the ⁤Hermes 900, will compensate for the loss of the three ‌functionalities by covering the fixed costs of the service contract for ‌up to‍ eight years. This financial ‌arrangement ⁣aims‍ to mitigate⁤ some of the‍ financial⁢ consequences of the programS scaling back.

about the Hermes 900

The‍ Hermes ⁢900 is a multi-mission,medium-altitude,long-endurance (MALE) unmanned aerial vehicle (UAV) developed ‌by ⁣Elbit systems. It is designed for intelligence, surveillance, target acquisition, and reconnaissance (ISTAR) missions. The hermes ‌900 has a maximum flight endurance of over 30 hours and ‍can carry a variety ⁤of payloads, including electro-optical sensors, radar,⁣ and communication systems. Elbit Systems provides detailed specifications on their website.

implications for⁤ swiss Defense

This situation highlights the challenges inherent in ⁣complex defense procurement⁣ programs. The delays and reduced capabilities of the Hermes 900 drones raise⁤ questions ⁢about the ‍Swiss armed forces’ ability to meet its‍ surveillance and reconnaissance needs. The compromise reflects a balancing act between ‌acquiring a capability, albeit a limited one,and avoiding further cost overruns and delays. The incident also underscores ‌the importance of realistic requirements definition and thorough risk assessment in defense acquisition.
