A 3.3 percent figure defines the landscape for Latino players in Division I college football as Las Vegas Raiders rookie quarterback Fernando Mendoza steps into a historical franchise lineage spanning decades. According to NCAA demographic data, Latino and Hispanic players accounted for 1,161 roster spots across Division I in 2025, marking a 90.6 percent increase from 2012.

Mendoza first researched the franchise’s Mexican American pioneers during a 2021 high school search for Cuban and Hispanic quarterbacks who reached the professional level, as detailed by ESPN. Tom Flores broke barriers as the NFL’s first Hispanic quarterback in 1960 with the Oakland Raiders before later capturing Super Bowl titles alongside Jim Plunkett. Plunkett secured the 1970 Heisman Trophy at Stanford before becoming the first Hispanic player selected first overall in the 1971 NFL draft by the New England Patriots.

The duo cemented their legacy in 1981 by leading the Raiders to a victory over the Philadelphia Eagles in Super Bowl XV, making Flores the first Hispanic head coach and Plunkett the first Hispanic quarterback to win a Super Bowl. Plunkett earned Super Bowl MVP honors during that matchup. The Raiders’ Hispanic fan base was forged in part by Jim Plunkett and Tom Flores.

The Weight Of Representation In Las Vegas And Mexico

Mendoza acknowledged both the privilege and the heavy expectations tied to joining a franchise whose home markets feature substantial Hispanic populations. U.S. Census figures show that Las Vegas is 34.7 percent Hispanic, Los Angeles reaches 47.2 percent, and Oakland records 28.7 percent. International support remains strong through organizations like Raiders Laguna, founded by 45-year-old Fernando Paredes in the Comarca Lagunera region of Mexico.

That’s the hope Raiders Nation has for Fernando Mendoza. All of Raiders Nation in Mexico… we have hope.

Raiders Spanish-language broadcaster Harry Ruiz noted to ESPN that fans embrace Mendoza because they have a quarterback who looks like them. Leo Araguz emphasized that late owner Al Davis consistently cultivated diversity through trailblazing selections and hires.

The Ongoing Quarterback Transition Behind Kirk Cousins

Mendoza made his regular-season debut during the fourth quarter of a defeat against the New England Patriots at Gillette Stadium, completing six of eight passes for 48 yards under head coach Klint Kubiak, according to ESPN. While Kubiak noted that the team’s overarching quarterback strategy remains unchanged, the rookie engineered a late drive into the red zone before a fourth-down run fell short.

It remains unclear when Mendoza might challenge 38-year-old starter Kirk Cousins for the primary role. Cousins shares the league lead with 14 touchdown passes alongside Trevor Lawrence and Brock Purdy, maintaining a .500 record for Las Vegas through six weeks of the 2026 season. Should Mendoza eventually secure the starting assignment, he will join Carolina Panthers quarterback Bryce Young as one of only two starting signal-callers of Hispanic descent in the league.
