Brazil anticipates fewer than 60 world leaders at the Amazonian summit held November 6-7, 2024, in belém, a decrease compared to previous years. As of today, October 31, 2024, 57 heads of state and government have confirmed their attendance, according to Brazil’s chief negotiator Mauricio Lyrio as reported by Reuters.
For comparison, 75 leaders attended COP29 in Azerbaijan in 2023, and approximately half that number were present at the 2023 conference in Dubai. Confirmed attendees for the 2024 summit include leaders from Germany, the United Kingdom, the Netherlands, Norway, Colombia, Chile, Cape Verde, and Liberia (Reuters). taoiseach Micheál Martin will represent Ireland,and China will be represented by Vice Premier Ding Xuexiang.
The united States and Argentina, currently led by administrations expressing climate skepticism, have not yet announced their delegations.
COP30 Logistics & Accommodation Challenges
The Amazonian summit precedes the COP30 climate conference, scheduled for November 10-21, 2024, in Belém. The summit was separated this year to alleviate accommodation pressures in the city, which has a population of 1.4 million,with over half residing in shantytowns.
Belém is preparing for approximately 50,000 attendees. A shortage of hotel rooms has prompted organizers to secure alternative lodging in private homes, universities, schools, and even two cruise ships docked 20km from the conference center (Reuters). This has led to significant price increases, raising concerns about inclusivity.
Environmental groups have warned that COP30 could be “the most exclusionary in history” due to these accommodation challenges (Reuters).
Lula’s Vision & Conference Context
Despite concerns, Brazilian President luiz Inácio Lula da silva has emphasized the importance of holding the conference in the Amazon rainforest, viewing it as a powerful symbol of the need to protect Earth’s carbon-absorbing forests.In February 2024, he suggested delegates could “sleep under the stars” (Reuters).
A total of 170 delegations are accredited for the main COP30 conference, which will take place amidst a period of significant global political turmoil, potentially overshadowing the urgency of the climate emergency.
