New York City officials and labor advocates opened the City Hall Park Deliverista Hub on April 7, 2026, establishing the first worker-designed rest and e-bike charging hub for delivery workers in the United States. The facility, located in lower Manhattan, is also the first delivery worker hub in the country to be federally funded.

The hub was created by renovating a former newsstand in City Hall Park that had remained vacant for six years. The site now serves as a dedicated resource center for the city’s approximately 80,000 app-based delivery workers, providing a space to rest and recharge both their devices and their electric bicycles.

Integrated Services and Worker Support

The City Hall Park Deliverista Hub is designed to provide integrated services through separate modules dedicated to rest, bike repair, and education and support services. The facility is open to delivery workers in Lower Manhattan and is also accessible to the general public.

Workers visiting the hub can access professional guidance on several critical industry issues, including:

  • Street safety and safe e-bike operation.
  • Addressing wage theft involving delivery apps.
  • Navigating app deactivations.

To support the technical needs of the workforce, the hub features external battery charging cabinets located at the rear of the facility. These cabinets provide 24/7 app-based access to safe e-bike charging for both delivery workers and the public. The hub will be staffed by the Worker’s Justice Project five days per week.

If they have an issue regarding deactivations, or a problem with wage theft involving the apps, they can come to this place and have their voices heard

Funding and Political Development

The project was made possible through $1 million in federal funding secured by Senator Chuck Schumer. According to reports, the initiative had been stalled for more than three years before being fast-tracked by Mayor Zohran Kwame Mamdani, who established the opening of the center as a goal to be achieved within his first 100 days in office.

Senator Schumer stated that the center is intended to improve the working conditions of delivery riders, noting that some workers have reported instances of mistreatment. He observed that we saw how difficult the work was, and how mean some people are.

Mayor Mamdani emphasized the essential role delivery workers play in the city’s infrastructure, stating that they make it possible for families across all five boroughs to receive groceries and warm meals on time regardless of weather conditions. He noted that after long hours on the street, workers deserve a place to be in community and access resources.

Future Expansion and Labor Goals

The City Hall Park location is the first of three proposed hub locations planned citywide. The project is part of a broader effort to provide critical infrastructure to the tens of thousands of app-based workers who operate in New York City.

Ligia Guallpa of the Worker’s Justice Project described the initiative as part of a larger effort to build a city that values, protects and empowers workers, describing it as a future where workers are fighting together.
