The Role: Empowering Communities Through Tech
This position focuses on the implementation and ongoing development of EJF’s DASE app – a groundbreaking tool designed to help fishers document and report IUU fishing activities. You will be a key link between the app’s developers, the communities using it, and the authorities responsible for enforcement.
the DASE project Officer will be responsible for a diverse range of tasks, including:
Technical Liaison: Regularly communicating with the DASE platform provider to identify and resolve app issues, and to explore innovative solutions for enhancing its functionality.
Evidence Building: Collating and strengthening evidence of suspected IUU fishing infringements gathered through the DASE app, preparing detailed briefings suitable for submission to relevant state authorities. This requires meticulous attention to detail and a strong understanding of evidence standards.
Localization & Accessibility: Coordinating the translation of the DASE app’s text into key languages to ensure wider accessibility and usability for fishing communities globally.
Data Security: Maintaining the highest standards of data security and ensuring the appropriate handling of sensitive data collected through the app.
Innovation, Monitoring & Learning: Driving Continuous Improvement
A core component of this role is ensuring the DASE project remains effective and impactful. This involves:
Performance Monitoring: Developing and implementing practical monitoring systems to track key DASE metrics. These include the number of fishers trained, the number of vessels prosecuted based on DASE-provided evidence, user feedback on the app, and other qualitative data.
Learning & Adaptation: Actively sharing lessons learned across teams and integrating them into the project to continuously improve our approach. This includes reviewing site selection, community engagement strategies, and overall project design.
Horizon Scanning: Staying abreast of advancements in technology and Artificial Intelligence (AI) that could further support coastal communities and strengthen fisheries governance. We are looking for someone who can identify and assess the potential of new tools to enhance our work.
Who We’re Looking For: Skills & Experience
We are seeking a highly motivated and organised individual with a strong commitment to environmental and social justice.
Required:
A University degree in a relevant field such as environmental science, international development, social sciences, or a related discipline.
At least two years of professional experience in a relevant area, such as environmental action, international development, project management, or natural resources governance.
Demonstrable proactivity,persistence,and a problem-solving mindset.
excellent organisational skills and a keen eye for detail.
Strong written dialog skills,with the ability to develop clear training materials and reports. Emotional intelligence and an understanding of behavioural change principles. A genuine passion for environmental and social justice, and a commitment to community empowerment.
A strong interest in leveraging technology to support communities.
Willingness to undertake some international travel.Desirable:
Fluency in one or more additional languages, including French, Spanish, Thai, Bahasa, Filipino, or Wolof.
Experience coordinating projects and managing multiple tasks simultaneously. Previous experience in fisheries governance and combating IUU fishing.
Experience developing Standard Operating Procedures (SOPs), Monitoring & Evaluation (M&E) frameworks, feedback processes, and training materials.
Experience with community engagement and utilising technology to support community-lead initiatives.
Experience critically reviewing existing projects, conducting gap analyses, and developing practical recommendations for improvement.
