Lin Zhumin Speaks Out on Jinghua City Case
(Central News Agency reporter Liu Jianbang, Taipei, 4th) Lin Zhumin, former director of the Beijing City Urban Development Bureau, stated today that when Jinghua City tried for a 560% floor area ratio, he reminded Ke Wenze that if he responded to Xiaowei’s investigation and release water, he may be involved in profitable follow-up.
Mirror Weekly reported that Lin Zhumin repeatedly responded to the Kuomintang Taipei City Councilor Ying Xiaoyi in the Parliament since 105, arguing that Jinghua City must be developed with a floor area ratio of 560%. The developed Lin Zhumin also signed the Ke Wenze and at the morning meeting. Publicly reminded him that if he responded to Xiaowei’s inquiry about the amount of water released, the city government could be legally liable for the profits.
In a telephone interview with the media today, Lin Zhumin said that the case of Jinghua City has gone through three former mayors, and when civil servants of the Metropolitan Development Bureau handle the case, they must report to the regular mayor.
Lin Zhumin said that when he was the director of the Urban Development Bureau, Supervisory Yuan revised the Beijing City Floor Area Ratio of Taipei City Government in 2015, and the subsequent handling was carried out by the Urban Development Bureau, the handling procedure to be reported to the morning meeting of the city government and the memo to the mayor’s office in writing. When asked about the contents of the memorandum, Lin Zhumin said that when the Beijing Municipal Urban Development Bureau responds to the floor area ratio of Jinghua City, it must comply with the law, and since it is a government institution, it must handle it impartially. At the same time, it had to be regularly reported to the then mayor, and in his opinion, he advised Kay Wenze and Kay Wenze knew about it.
Regarding Ko Wenzhe not knowing, Lin Zhumin noted that he left the city government on December 25, 2017. He did not know whether Ko Wenzhe and former Taipei City Deputy Mayor Peng Zhensheng managed the latter’s business. I believe everyone knows Wenzhe knew about it.
The Taipei District Prosecutor’s Office investigated the Jinghua City case and began an investigation and interview on August 30. The prosecutor found that Ke Wenzhe and Peng Zhensheng were involved in bribery and solicitation of profits in violation of the Corruption Crimes Regulations, and the two were detained without permission. The Taipei District Court ruled on September 2 that Ke Wenzhe should be returned without bail and that Peng Zhensheng should be held without permission.
Ke Wenze took a joint interview outside the Beijing Inspection and Quarantine Bureau on the morning of the 2nd and said that he had no idea that the floor area ratio was 840%. He only found out that the floor area ratio in this case was 840%. For the first time since the media started fussing about it in March or April. All the evidence so far cannot prove that he intervened.
