Scope of the Statewide Recovery Operation

A multidisciplinary task force conducted sub-operations across Pensacola, Tallahassee, Jacksonville, Orlando, Tampa, Fort Myers, and Miami.
Regional rescue figures released by Florida Attorney General James Uthmeier’s office show that 46 children were located in the Tampa Bay region, 41 in Miami, 32 in Jacksonville, 21 in Orlando, 12 in Fort Myers, eight in Pensacola, and three in Tallahassee. Beyond Florida’s borders, investigators tracked down missing youth across six additional U.S. states, a U.S. territory, and 12 foreign countries, including Brazil, Canada, Colombia, Dominica, Finland, Ghana, Guatemala, Italy, Jamaica, Mexico, Spain, and Taiwan, according to state reports.
Targeted Arrests and Legal Action
Law enforcement agencies executed targeted arrests during the operation, apprehending three primary suspects on various felony charges related to child exploitation and custody interference. Michael Prescott was taken into custody on August 21 and faced an active warrant for child custody interference alongside charges of felony battery, aggravated assault, and three counts of lewd and lascivious acts with a minor, as reported by the Jacksonville Sheriff’s Office and state officials.
The Lee County Sheriff’s Office arrested Robert Ferral Allison on August 20 on charges of lewd and lascivious battery on a victim between 12 and 16 years old, according to state records. A third individual, Jayden Allen Harwood, was arrested on charges of interfering in a child custody case and resisting officers without violence. Uthmeier stated that prosecutors will pursue maximum sentences, including the death penalty where applicable for child sex abusers.
Victim Support and Aftercare Services
Authorities transported the recovered children to specialized, secure recovery hubs strategically positioned throughout the state. At these facilities, the youths received trauma-informed support, medical care, and child welfare assistance from social services professionals and healthcare partners, including behavioral health service provider BayCare, according to state reports.
Once initial health assessments and crisis response measures were completed, administrative oversight of the active custody cases was fully transferred to the Department of Juvenile Justice and the Florida Department of Children and Families. Investigators noted that inquiries into the broader trafficking networks remain open, and officials expect additional arrests as the investigation continues.
