French Court Suspends Adult Site Age Verification Law Amid EU Concerns

‍ ⁢ Updated June 20, 2025

A French administrative tribunal in Paris has suspended a government decree mandating age verification on adult websites,‍ a measure intended to protect minors from⁤ accessing ⁢pornography. The court’s ⁣decision, made Monday, hinges on concerns ‍about the decree’s compatibility with European Union legislation. The French government plans to appeal to the Council of State, the nation’s highest administrative court.

The now-suspended French age verification law required adult websites to implement measures such as credit card or ID document checks to confirm user age. France has been gradually introducing these requirements throughout the year. According to a⁢ 2024⁤ study by France’s Arcom audiovisual watchdog, roughly 40% of French children access pornographic sites monthly.

Aylo, the Cyprus-based ⁢owner of several adult platforms, had previously protested the French decree⁣ by making its websites unavailable in France in early June. The company argued that the age verification⁤ mechanism was ineffective and posed unacceptable security risks to users’ personal data, possibly exposing them to hacks or leaks. Non-compliance could have resulted in fines or website blocking.

Aylo, which reports seven million daily visitors in France across its platforms, also advocated for operating system developers like apple, Microsoft, and Google to implement age verification at the device level. The company contends that the French law could drive users to unregulated sites, failing to‍ address issues such as performer age and consent.

‍ “Requiring you to repeatedly provide sensitive personal details creates an unacceptable security risk ⁤that we refuse to impose on our users,” the company saeid in a message displayed on the sites’ homepages earlier this month.

The government decree also stipulated a “double-blind” option, preventing platforms ⁢from directly accessing users’ identifying information, in⁣ an effort to preserve privacy. Other⁣ countries, including the United Kingdom and Germany, have similar age-related access restrictions for adult websites.

What’s next

The French government’s appeal to the Council of State will ⁤determine the ⁣future of age⁤ verification measures for adult⁢ websites in France, balancing child protection with data security and ⁤EU law considerations.
