Senegal has emerged as one of the countries most penalized by Schengen visa denials, with a rejection rate of 51,9 %, according to Pressafrik. This high volume of refusals has resulted in estimated losses of more than 2 milliards FCFA for applicants who paid processing fees without securing travel documents.

Ambassador Fages’ Warning on Visa Intermediaries
Ambassador Christine Fages issued a formal alert against the use of unofficial intermediaries to secure visa appointments. According to Dakaractu, Fages warned that these “fake intermediaries” often charge applicants for appointments that should be accessed through official channels.
The French embassy emphasizes that paying for appointments is not a legitimate part of the visa process. Fages noted that the externalization of appointment scheduling through VFS Global is intended to streamline the process, but has instead created opportunities for third-party exploitation.
Externalization of Services via VFS Global
The French diplomatic mission in Dakar utilizes VFS Global to manage the administrative side of visa applications, including the scheduling of appointments and the collection of biometric data. According to Seneweb, Ambassador Fages addressed the reasons behind the high number of visa refusals during a review of this externalization process.
The embassy maintains that visa decisions are based on strict regulatory criteria, including the applicant’s ability to prove ties to their home country and the legitimacy of their travel purpose. However, the transition to external providers like VFS has been a point of contention for applicants who struggle to find available time slots without paying illicit fees.
