Surge in Settler Violence Fuels Land Seizures in West Bank, Report Finds

The West Bank is witnessing a dramatic escalation in land seizures and violence perpetrated against Palestinians, fueled by a surge in Israeli settlements and actively supported, and sometimes directly carried out, by Israeli authorities, according to a recent report and interviews with experts.What was once sporadic violence is becoming increasingly brazen and coordinated, threatening the viability of a future Palestinian state.
Two methods of Land seizure: Official Orders and Settler Violence
Land confiscation in the West Bank is occurring through two primary, often interconnected, methods. The first involves “official” seizures by the Israeli state, utilizing military orders to declare areas as “state land,” “firing zones,” or “nature reserves.” The second, and increasingly dominant, method relies on settler violence.
Palestinians are facing attacks on their property and persons, effectively forcing displacement and paving the way for Israeli control. The report highlights a disturbing link between these two approaches. “Settler violence against palestinians serves as a major informal tool at the hands of the state to take over more and more West Bank land,” the report states.This isn’t simply a case of authorities turning a blind eye. The report goes further, alleging that “The state fully supports and assists these acts of violence, and its agents sometimes participate in them directly. As such, settler violence is a form of government policy, aided and abetted by official state authorities with their active participation.”
Exponential Growth in Settlements and Outposts
The scale of settlement expansion is alarming. While figures from 2021 indicated over 44,000 settlers in the West Bank, current estimates, according to Dvir, now place that number closer to 700,000. This represents a meaningful and rapid increase.
This growth is characterized by the establishment of numerous new outposts throughout the West Bank. Despite being deemed illegal under international law, these outposts receive funding, infrastructure progress, and protection from Israeli authorities.Israeli law technically recognizes only the outposts as illegal, a distinction that allows for continued support and expansion.
Increased Violence, Increased Coordination
The nature of settler violence is also evolving, becoming more frequent, overt, and organized. Mehvar, an observer on the ground, notes a disturbing trend. “There have always been attacks, but they were usually carried out at night, by a few individual criminals,” she explains.
Though, recent attacks are increasingly happening in broad daylight, frequently enough in the presence of Israeli security forces. Crucially, these attacks appear to be coordinated, with settlers communicating and organizing through platforms like WhatsApp. This level of institution suggests a intentional strategy to intimidate and displace Palestinian communities.
Implications for a Two-state Solution
The continued expansion of settlements, coupled with escalating violence, has dire implications for the possibility of a viable Palestinian state. Mehvar warns that “If more settlements are built,deep inside Palestine,not only will it make any hope of a Palestinian state almost unachievable,but with so many settlers living in close proximity to Palestinian communities it will also make violence a lot more likely.”
The increasing density of settlers within Palestinian territories creates a volatile surroundings, exacerbating tensions and making peaceful coexistence increasingly challenging.
