The perceived influence of Germany on the global stage is facing a period of decline, characterized by a struggle to maintain strategic relevance amid shifting geopolitical dynamics and internal policy challenges.
Analysis from the German Council on Foreign Relations (DGAP) indicates that Germany’s Zeitenwende
, the security transformation proclaimed by Chancellor Olaf Scholz following the February 24, 2022, full-scale invasion of Ukraine by Russia, has failed to achieve its goals. A two-year evaluation by the DGAP Action Group Zeitenwende concluded that the initiative no longer carries political force and should be abandoned as a term of use.
The DGAP assessment suggests that by presenting strategic continuity as change, the policy has left Germany unprepared for major geoeconomic and geopolitical challenges, resulting in eroded influence with international allies.
Strategic Marginalization and Diplomatic Approach
Germany’s international role has been described as increasingly marginalized. This trend is attributed in part to a diplomatic approach where the chancellor acts more as a listener than a talker to avoid offending other nations.
Historically, this pattern was observed during the tenure of Angela Merkel. While she received high international praise and awards—including the American Medal of Freedom from President Barack Obama and the Nehru Award from Indian President Pratibha Patil—some analyses suggest these accolades masked a waning influence. During her leadership, Germany pursued a Sonderweg
(special path), which included distancing itself from Western allies during the conflict in Libya and unilaterally deciding to exit nuclear power following the Fukushima disaster.
Economic and Political Pressures
The decline in global standing is further compounded by internal economic challenges and shifting political dynamics. These factors have contributed to a diminishing edge for the country as it navigates the shifting sands of global power.

The current state of Germany’s international image is described as waning, with a need for a comprehensive strategic reset. According to the DGAP, bold leadership in both domestic and foreign policy is required to arrest this decline and ensure the future of the country’s security, democracy, and prosperity.
The Failure of the Security Transformation
The failure of the Zeitenwende is viewed not merely as a terminology issue but as a systemic failure to adapt to a changed world. The DGAP project, which involved over forty events and thirty publications involving international politicians, business representatives, and experts, found that the current trajectory is insufficient to master the geopolitical challenges emerging since 2022.
Evaluating the results of the “Zeitenwende,” Germany’s supposed security transformation, shows that it has failed.
DGAP
The conclusion remains that without a fundamental shift in how Germany positions itself geostrategically, its influence among European allies and global partners will continue to diminish.
