gilgit-Baltistan (GB) is on the cusp of a important energy change. As of August 9th, 2025, the Executive Committee of the National Economic Council (ECNEC) has approved a landmark 100-megawatt solar photovoltaic power project, poised to alleviate chronic power shortages and fuel economic growth in the region.this initiative isn’t merely a response to recent protests; it’s a foundational investment in GB’s future, addressing a long-standing need and paving the way for enduring progress.
Understanding the Energy crisis in Gilgit-Baltistan
for years, gilgit-baltistan has grappled with a severe energy deficit. Frequent and prolonged load shedding, culminating in widespread protests in June 2025 - including blockades on vital roadways like the Karakoram Highway – highlighted the urgent need for a reliable power supply. These outages haven’t just been an inconvenience; they’ve substantially impacted daily life, hindering economic activity and creating hardship for residents. Opposition lawmakers within the GB assembly have consistently voiced concerns, emphasizing the unbearable conditions caused by the ongoing crisis.
The root causes of this energy scarcity are multifaceted. GB’s reliance on limited hydropower resources, coupled with increasing demand and aging infrastructure, has created a precarious situation. The region’s remote and mountainous terrain further complicates the delivery of electricity from national grids. This new solar project directly addresses these challenges by introducing a decentralized,renewable energy source.
The 100MW Solar Project: A Phased approach to Regional Power
The approved project represents a considerable investment of Rs24,957 million and is slated for completion within three years. It’s designed to systematically address the energy needs of all 13 districts within Gilgit-Baltistan: Astore, Darel, Tangir, Diamer, Ghanche, Ghizer, Gilgit, Hunza, Ishkoman, Nagar, Roundu, Skardu, and Shigar. The implementation will occur in three distinct phases,ensuring a measured and effective rollout.
Phase 1: Skardu District Focus (18.96MW) – The initial phase prioritizes Skardu district, allocating 18.96MW of electricity to address immediate needs and establish a foundational infrastructure. Phase 2: Expanding Coverage (28MW + 13MW + 6MW) – The second phase expands the reach to Hunza (6MW), Gilgit (28MW), and Diamer (13MW) districts, significantly boosting power availability in these key areas.
Phase 3: Regional Distribution (16.1MW) – The final phase will distribute the remaining 16.1MW across the remaining districts – Astore, Darel, Tangir, Ghanche, Ghizer, Ishkoman, Nagar, and Roundu – ensuring thorough coverage throughout Gilgit-Baltistan.
This phased approach allows for careful monitoring,adaptation,and optimization of the project’s impact,maximizing its effectiveness and minimizing potential disruptions. The Central Development Working Party (CDWP) has already given its approval, streamlining the path to implementation following Prime minister’s recent commitment during his visit to GB.
