Newsom Announces Key Appointments in Health, Developmental Services, and Corrections
SACRAMENTO, CA – Governor Gavin Newsom has announced a series of appointments to key leadership positions within California’s Health and Human Services agency, Department of Developmental Services, and Department of Corrections and Rehabilitation.
Strengthening Health and Human Services
Corrin Buchanan,a seasoned public health professional with extensive experience in housing and homelessness initiatives,has been appointed undersecretary at the Health and Human services agency. Buchanan brings a wealth of knowledge from her previous roles, including Deputy Secretary for Policy and Strategic planning at the agency and Assistant Director for Housing and Homelessness at the Department of Social Services.
“Corrin Buchanan’s deep understanding of California’s health and social service landscape makes her an ideal choice to lead the Health and Human Services Agency,” said Governor Newsom. “Her commitment to equity and her proven track record of success will be invaluable as we work to improve the lives of all Californians.”
Leading the Way in Developmental Services
Pete Cervinka, who has served as Acting Director of the Department of Developmental Services since 2024, has been appointed to the permanent position. Cervinka’s extensive experience within the department, including his role as Chief Deputy Director of Data Analytics and Strategy, positions him well to lead the agency’s efforts to support individuals with developmental disabilities.

JaRita B. Pichon,a passionate advocate for health equity,has been appointed Chief Equity Officer,Service Access and Equity at the Department of Developmental Services. Pichon brings a wealth of experience from her work at the Department of Public Health, where she spearheaded initiatives to address health disparities and promote equitable access to care.”JaRita Pichon’s commitment to dismantling systemic barriers and ensuring equitable access to healthcare is truly inspiring,” said Governor Newsom. “Her leadership will be instrumental in creating a more just and equitable healthcare system for all Californians.”
New Leadership in Corrections
Chance Andes,a veteran correctional officer with over two decades of experience,has been appointed Warden of San Quentin Rehabilitation Center.Andes has served as Acting Warden since 2024 and has held various leadership roles within the California Department of Corrections and Rehabilitation.
Travis Pennington, who has dedicated over two decades to serving within the California correctional system, has been appointed Warden of California Institution for Men. Pennington has held numerous positions within the institution, demonstrating his deep understanding of its operations and commitment to rehabilitation.
These appointments reflect Governor Newsom’s commitment to appointing experienced and dedicated individuals to lead California’s vital state agencies.
