Details of the Illegal Transportation attempt and Rescue
The inquiry began on July 11,2023,when Homeland Security investigations (HSI) Saipan received information regarding a maritime rescue operation conducted by the United States Coast Guard. The rescue involved 11 individuals in distress on a small vessel off the coast of Rota in the Commonwealth of the Northern Mariana Islands (CNMI). Among those rescued were nine PRC citizens and two CNMI residents.
HSI Saipan launched an investigation into potential violations of Title 8 of the United States Code, focusing on bringing in and harboring aliens, and also other violations related to attempting to unlawfully transport non-United States citizens to Guam. the evidence presented at trial revealed that the boat had departed Saipan two evenings prior,heading south. The vessel, overloaded and navigating through high seas, ran out of fuel before sunrise and began drifting.
Instead of promptly seeking help, the individuals on board attempted to obtain more fuel from another boat in a desperate effort to reach Guam. Only after this attempt failed did they contact the United States Coast Guard, prompting a search involving military aircraft from the United States and allied nations. The individuals were located at dusk and rescued by a Navy helicopter after midnight.
The delay in calling for help substantially worsened the already perilous situation for both the individuals involved and their rescuers.
