Heavy Rainfall Prevention Work
According to the monitoring and forecast of the meteorological department, under the combined influence of cold air and monsoon trough, from the night of September 22 to the 24th, the eastern part of our province will experience heavy rainfall, including heavy rain to torrential rain in Meizhou and eastern Guangdong, and local torrential rain.
In order to effectively prevent heavy rainfall, on the evening of the 22nd, Zhang Hu, member of the Standing Committee of the Provincial Party Committee, Executive Vice Governor, and Commander-in-Chief of the Provincial Flood Control Headquarters, presided over a video conference on the three preventions of the province, thoroughly studied and implemented the important instructions of General Secretary Xi Jinping on flood prevention and disaster relief work, conscientiously implemented the work arrangements of the Provincial Party Committee and the Provincial Government, further analyzed the weather situation, mobilized and deployed all localities and departments to continue to maintain a high degree of vigilance, and implemented various defense measures in detail to fully protect the lives and property of the people.
Key Points of the Meeting
The meeting pointed out that our province is currently in the critical stage of the post-flood season. Multiple climate systems are influencing each other, and there is uncertainty in the rainfall area and intensity. There can be no slack in flood prevention work.
The meeting stressed that we must always put people and life first, always tighten the string of flood prevention, disaster prevention and disaster relief, and effectively transform the sense of responsibility of “always worrying” into the action of “having a clear mind for everything”, strictly implement the three defense responsibilities with the administrative chief responsibility system as the core, and the three defense command at all levels should give full play to the leading role, and all member units should divide their forces to guard and closely coordinate.
Measures to be Implemented
We must adhere to strong early warning, strong linkage and strong response, strengthen consultation and judgment, encrypt monitoring and forecasting, and timely transmit early warning information to the grassroots, especially to strengthen night calls. The flood control command at all levels should initiate emergency response in a timely manner, especially the counties (cities and districts) that issue red warnings for heavy rain should initiate responses as soon as possible and implement defense measures in advance.
We must resolutely and decisively relocate people in dangerous areas in advance, keep a close eye on the changes in the areas where heavy rain falls and the intensity, and organize all people in the affected areas to relocate in advance; for dangerous areas and key places, decisively implement emergency measures, and ensure that all those who should be relocated should be relocated and those who should be relocated should be relocated as early as possible.
Emergency Response and Rescue
We must implement various rain and wind prevention measures in a solid and meticulous manner, keep a close eye on the risks of small and medium-sized river floods, mountain torrents and other disasters, geological disasters, urban flood-prone areas, underground shopping malls, subways, underground garages and other waterlogging risks, highways and national and provincial roads, county and township roads, key sections of safety risks, mountain tourist attractions and Internet celebrity check-in spots, and dynamically investigate and rectify risk hazards; coordinate the implementation of wind prevention measures at sea and on land.
We must strengthen emergency duty and strictly implement the 24-hour duty and leadership shift system, pre-position emergency rescue forces and equipment in key areas, and strengthen emergency rescue and emergency response capabilities.
