The election for the General Council of Guin, a municipality in the Canton of Fribourg, has been annulled after the discovery of a significant number of suspect ballots. Citizens of the commune will be required to re-elect their communal parliament following the decision.
Discovery of Electoral Irregularities
The annulment follows reports from the Prefecture of la Singine regarding suspicions of irregularities during the election held on March 8, 2026. The issues were brought to light after the electoral office discovered several dozen electoral lists that featured very similar handwriting.
Due to these findings, the Prefect of la Singine, Manfred Raemy, transmitted the case to the Public Prosecutor’s Office for further examination. The legal basis for this referral is a suspicion of captation de suffrages
, which refers to the illegal procurement of votes under Article 282bis of the Penal Code.
Legal and Administrative Actions
The decision to annul the results was handled through the Cantonal Court. The authorities determined that there were too many suspect ballots to maintain the validity of the original vote. The results of the March 8 election are void, necessitating a new vote to establish the composition of the General Council.
The Prefecture of la Singine had previously indicated that the consequences of these irregularities on the final results of the ballot were under evaluation. The subsequent ruling by the court confirmed that the integrity of the election was sufficiently compromised to require a complete rerun.
Current Status
The case remains under the purview of the Fribourg Public Prosecutor’s Office as they investigate the nature of the handwriting similarities and whether they constitute a criminal violation of electoral law. The local government must now organize the process for citizens to re-elect their representatives to the General Council.
