Saudi Arabia has announced the implementation of strict new regulations for the 2026 Hajj pilgrimage (1447 AH), focusing on tightened entry requirements and the mandatory use of official permits to manage the millions of pilgrims traveling to Mecca.

The Saudi government has signaled a move toward sharper enforcement of access rules during the pilgrimage period. Under the new guidelines, entry into the holy city of Mecca is restricted to those holding an official Hajj permit, as well as residents of Makkah and authorized workers with the necessary electronic approvals.

A central component of the 2026 regulations is the absolute requirement for a Hajj permit. Authorities have clarified that this mandate applies to all individuals, including international visitors and those already residing within Saudi Arabia.

The Saudi government has specifically warned that other types of visas cannot be used as a workaround to perform the pilgrimage. Visit visas, including those issued for tourism, business, or family visits, do not grant the holder the right to perform Hajj. During the Hajj window, individuals holding these visas are prohibited from entering Mecca.

This distinction is part of a broader effort to manage the scale of movement in a confined area and prevent unregistered visitors from straining the city’s infrastructure. These fraudulent offers often promise guaranteed entry through unofficial channels, which can lead to pilgrims arriving in Saudi Arabia without the mandatory permits. Because of the strict enforcement of entry rules for 2026, those who rely on such scams face the risk of being denied entry into Mecca or facing legal penalties for unauthorized participation in the pilgrimage.

Pilgrims are advised to rely exclusively on the official Nusuk platform and government-approved agencies to ensure their travel documents and permits are valid and recognized by Saudi authorities.
