Speaking outside the Fifty Point Conservation Area, Horwath introduced the Head of Lake Ontario Plan as municipal leaders confront escalating tariffs affecting Canadian goods.

According to CBC News, the municipal strategy includes holding property tax increases below inflation and cutting red tape by establishing a dedicated local business support officer at city hall. The framework also directs the city to develop options for deferring taxes and fees during emergencies, ensuring municipal bills do not force closures. Additional measures outlined by Horwath involve uniting local business, labor, and manufacturing leaders to coordinate job protection efforts, alongside adjusting municipal procurement policies to prioritize local goods and services. Horwath also committed to pressing federal and provincial authorities for relief and fair shares of counter-tariff revenues, while calling for first-port-of-entry status for the Port of Hamilton. Finally, the strategy directs $572 million previously received from federal and Ontario governments toward housing construction and job creation for skilled trades and apprentices, according to CBC News reporting.
