Harold Hamm Expands Continental Resources into Argentina, Backing Milei’s Deregulation
What Happened?
US shale oil magnate Harold Hamm, founder and chairman of Continental Resources, is substantially increasing his company’s investment in Argentina’s Vaca Muerta shale formation. Continental Resources recently signed an agreement to acquire non-operating interests in four blocks from Pan American energy, a joint venture between BP and a local producer. This follows a November acquisition from Pluspetrol, further solidifying the company’s presence in the region.
Why Argentina? The Appeal of Vaca muerta
Hamm cited the quality of the Vaca Muerta shale as a primary driver for the expansion. He stated, “We like the rock there.” However, the move is also strategically timed as US shale producers face limitations in finding new, high-yield drilling locations within the United States. Vaca Muerta is considered one of the largest unconventional oil and gas reserves outside of North America, offering significant potential for growth.
The Vaca Muerta formation is estimated to hold 316 billion barrels of recoverable shale oil and 1,180 trillion cubic feet of recoverable shale gas, according to the US Energy Information governance (EIA) (February 2024). Though, development has been hampered by political and economic instability, infrastructure limitations, and regulatory hurdles.
Political Alignment and Milei’s Deregulation Agenda
Hamm explicitly expressed support for Argentine President Javier Milei, describing him as “trying to do the right thing.” Milei, often compared to Donald Trump, is pursuing a radical deregulation agenda aimed at attracting foreign investment and revitalizing the Argentine economy. This alignment is a key factor in Continental Resources’ decision to invest heavily in the country.
Milei’s proposed reforms include reducing export taxes, privatizing state-owned enterprises, and liberalizing the energy market. these policies are designed to create a more favorable environment for oil and gas exploration and production.
US Shale Producers Look abroad
Continental Resources isn’t alone in seeking opportunities outside the US. American shale producers are increasingly exploring assets in the Middle East, Australia, and South America as domestic drilling locations become less profitable. The Permian Basin, the largest shale play in the US, is showing signs of maturity, with prime locations becoming scarce and production costs rising.
| Region | Estimated Recoverable Shale Resources | Key Players (US Companies) |
|---|---|---|
| Vaca Muerta (Argentina) | 316 billion barrels oil, 1,180 trillion cubic feet gas | Continental Resources, exxonmobil |
| Middle East | Varies significantly by country | ExxonMobil, Chevron, Occidental Petroleum |
| Australia | Significant shale gas potential | Chevron |
