Bihar Tackles heatwaves with Innovative Cool Shelters

As India grapples with increasingly severe heatwaves, Bihar is pioneering innovative solutions to protect its vulnerable populations. The state recently showcased its cool shelters, designed to combat extreme heat, at Bihar Diwas 2025. these shelters utilize Magra fiber, a sustainable material from Rajasthan, for insulation.
Buxar, Bihar, recorded a scorching 47.2 degrees Celsius in June 2024,according to the India Meteorological Department. With such extreme temperatures becoming more common, the need for effective cooling solutions is critical. The cool shelters offer a potential lifeline for communities struggling to cope.

The initiative is a collaborative effort between SEEDS (Sustainable Environment and Ecological Advancement Society),urmul,and Samakhya Sustainable alternatives. They are repurposing discarded sheep wool, combining traditional knowledge with modern technology to create effective thermal and acoustic insulation.

SEEDS has been actively refining its cool shelter designs, experimenting with sustainable materials to maximize their effectiveness. In 2023, the organization piloted bamboo shelters in Delhi, providing relief to vulnerable populations like rickshaw pullers and construction workers. These bamboo shelters utilized the material’s natural cooling properties to create shaded spaces.

The impact of the Magra fiber cool shelter was evident during a test in Patna on March 25, 2025. With an outside temperature of 44 degrees Celsius, the temperature inside the shelter remained at 38 degrees Celsius, a reduction of 5 to 6 degrees.
the SEEDS stall at Bihar Diwas drew important attention from government officials and experts. Notable visitors included Bihar Gov. Arif Mohammad Khan, Bihar State Disaster Management Authority Vice Chairman Uday Kant Mishra, and Patna District Magistrate Sri Chandrashekhar.
“We should spread the word as much as possible for such innovations. It should reach the villages and be made available to them, as it can provide relief from extreme heat,” said uday Kant Mishra, vice chairman of BSDMA.
Expanding the reach of these cool shelters is crucial as another hot summer approaches. Sustainable, low-cost cooling solutions are increasingly crucial for Bihar and other states bracing for rising temperatures.
