The mayor,‍ town ⁣mayor or city president will be able to reject an ⁢submission for the benefit (heating allowance) without consideration⁢ (and thus -⁣ the benefit will not be⁣ paid) if the circumstances specified in the amendment occur. This applies to both applications for the benefit for 2026 and for 2025, for which the deadline for submission expired on December 15 this year.

Bon ciepłowniczy, to nowe świadczenie, przysługujące na podstawie ustawy z dnia ‌12 września 2025 r. o bonie ​ciepłowniczym oraz o zmianie niektórych ustaw w celu ograniczenia wysokości cen energii elektrycznej, którego ⁤celem jest wsparcie dotyczące rachunków za ogrzewanie dla osób zagrożonych ubóstwem energetycznym. jak wynika‌ z informacji opublikowanej w dniu 29 września br. na stronie internetowej Kancelarii Prezydenta – świadczenie to ma pokryć część należności⁣ odbiorców ciepła wobec przedsiębiorstw energetycznych ⁣prowadzących działalność‌ niekoncesjonowaną i ‍koncesjonowaną ‍w zakresie wytwarzania ​i dystrybucji ciepła, ⁢wynikających ze wzrostu kosztów ogrzewania.

The Ministry of⁤ Energy explains that ⁢the energy price freeze mechanism is only valid until‍ the end of 2025 – “a return to market prices [ed.: in terms of electricity bills; starting in 2026] might potentially be significantly ‍burdensome‍ for households ‌with the lowest incomes. Wnioski o wypłacę bonu ciepłowniczego ‌należy składać do wójta, burmistrza lub prezydenta miasta,⁢ właściwego⁤ ze względu‌ na‍ miejsce zamieszkania. Wnioski dotyczące:

  • okresu od 1 lipca do 31 grudnia 2025 roku – były przyjmowane ⁣od 3 listopada do 15 grudnia 2025 roku,a odpowiednio

Jeżeli wniosek o przyznanie ⁢bonu​ ciepłowniczego nie zostanie złożony w ww. terminach – świadczenie przepadnie.

W przypadku gdy wniosek o ⁣wypłatę⁤ bonu ciepłowniczego dla gospodarstwa domowego wieloosobowego złoży więcej niż jedna osoba ⁢- bon zostanie wypłacony osobie, która jako pierwsza ⁣złożyła wniosek w⁣ tym‍ gospodarstwie domowym. Pozostałe wnioski zostaną natomiast pozostawione bez rozpoznania. Ponadto, na potrzeby składania wniosków o wypłatę bonu, w⁣ ustawie przyjęto, że – jedna ⁣osoba może wchodzić w skład ‌wyłącznie‌ jednego gospodarstwa domowego, a w przypadku dwóch lub‌ więcej gospodarstw domowych

So, system heat?

system heat⁤ is heat produced in⁣ heating plants⁤ and combined heat and power plants and transmitted to buildings via district heating ⁢networks to provide heating and hot water. ‍It ‌is a way to heat buildings​ that does not require individual boilers or stoves.

That is:

  • if someone has a gas, coal, pellet stove‌ or a heat pump in their house – the heating allowance does not‌ apply to ‍them,
  • if, however, someone has radiators powered by a district heating network‍ in their house -⁤ this is ‌precisely who the allowance is intended for.

in this regard – the authorities of the Rokietnica commune in the Wielkopolska province informed it’s residents that, due to the fact ⁤that there are no heating plants or combined heat and power plants in the commune, and buildings are heated by individual stoves/heat pumps, gas or other available methods – residents of ⁣the ‍commune do not have the possibility to apply for a heating allowance: “Residents of the Rokietnica Commune do not need to submit applications for a heating ⁤allowance, as the benefit will not be due.” – we read in the dialogue⁤ issued on November 5th ‍this year.

The above means that the new benefit in the form of a heating allowance primarily concerns residents of larger cities who use heat from heating plants or combined heat and power plants, and residents of smaller towns using “own“ heating sources cannot count‍ on support to‌ cover the costs resulting from‍ heating ⁣bills.

What does this mean⁣ for applicants?

The new ⁤regulations specify that applications⁢ for the heating allowance for the period ⁣from January 1 to December 31, 2026, will be ‍accepted from ​July 1 to August 31, 2026. If an application for the benefit‌ is submitted to a municipality or city where ‌there is ​no system heating or where ‌the net single-component heat price does not ⁣exceed PLN 170/GJ net (the mayor, city president, ⁤or voivode will inform about this ⁢in advance) – it will be left unanswered.

Regarding the allowance for the period from‍ July 1 to‍ December 31,2025,for which applications could be submitted until December 15,2025 ⁤- a similar information ‌ about ​the lack of a heating‍ system in a⁢ given municipality or about the net single-component heat price not exceeding PLN 170/GJ net – ⁤ the mayor,city president,and voivode⁢ will be obliged to make public within 7 days of the entry​ into force‍ of the amendment. If applications for the payment⁣ of ⁤the bonus‍ for the period from July 1 to December 31, 2025 – were thus submitted despite the above ⁢circumstances, they will also be left unanswered.

On⁤ January‌ 9, 2026, President Karol Nawrocki signed ​the Act of December 18, 2025, amending the acts to improve the⁢ mechanisms of support for electricity and heat consumers, which introduces the above changes‌ in the rules for paying the heating allowance. The new regulations ⁢will come into force next week – on the day⁢ following the publication of the Act in the‌ Journal of Laws, which had ‍not yet ⁤happened on January 9 of this year.
