Forest authorities sought to lease a helicopter capable of carrying 20,000 liters of water starting in February to bolster their forest fire response capabilities this spring. Though, due to budget constraints, they were only able to secure two helicopters with a capacity of 8,000 liters each. The budget proposal process in the National Assembly was expedited following an emergency incident on Dec. 3 of the previous year, leading to the shortfall.
According to forest authorities, the Forest Service Headquarters had planned to lease two firefighting helicopters with a combined freshwater capacity of 20,000 liters to combat forest fires this spring, but the plan was thwarted by a lack of funds.
An official from the Korea Forest Airlines Headquarters stated, We tried to bring in two 20,000-liter helicopters by increasing the budget of the National Assembly (last year).
The official added that the suspension of eight Russian helicopters due to parts supply issues related to the Russia-Ukraine war further complex the situation. The introduction of two 20,000-liter capacity helicopters was intended to fill this gap, but the plan was ultimately caught in the budget.

Experts emphasize the importance of large helicopters in fighting forest fires. Lee chul-woo, Governor of Gyeongbuk Province, stated at a meeting of the Headquarters in the Ulsan, Gyeongbuk, and Gyeongnam regions on March 23:
We sent 13 helicopters from the military, and we should not turn off the fire by using 800 liters of water, and we must support the transport that contains 20,000 liters or 30,000 liters. It must be reviewed when the equipment is made and can be extinguished at the beginning of the fire.
The inability to lease larger helicopters is particularly concerning given forest authorities’ predictions of potentially large forest fires this year. According to the 2025 Forest Aviation Headquarters Forest fire Prevention Measures, prepared by the Korea Forest Service in January, forest authorities anticipate an increase in the size and frequency of forest fires due to domestic and international climate anomalies. Compared to the 2010s, forest fires have increased 7.8 times, and large-scale fires have increased 3.7 times. Forest authorities also noted that coniferous forests, which are particularly vulnerable to fire, constitute a notable portion of the landscape.
Concerns are being raised that funding for fire safety, including essential resources such as firefighting equipment and safety facilities, should be substantially increased, especially considering the potential for devastating forest fires. In 2015, a fire safety tax was introduced, initially comprising 20% of the total consumption tax. Subsequently, following the elevation of the firefighting office to a national position in 2020, the allocation was increased to 45% of the total consumption tax on tobacco. However, limitations on individual consumption taxes on cigarettes have resulted in lower revenues.
A study published in April of last year examining improvements to the distribution ratio of fire safety grant taxes revealed that the fire safety grant tax project accounted for only 3.3% annually between 2015 and 2022. This figure is considered low compared to the grant tax (comprising the standard grant tax and special grant tax), which was resourced by 19.24% of the domestic tax, averaging 11.8% annually during the same period.
An economics professor at Hanshin University, who authored the study, noted that the decrease in the individual consumption tax in cigarettes is that there is room for positive in terms of national health promotion as a result of the increase in smoking population.
Forest Fire Response hampered by Budget Shortfall
Published:
Why is Forest Fire response Facing Challenges?
Forest fire response capabilities are being strained due to budget constraints. Authorities aimed to lease larger helicopters for the spring fire season but were limited by funding. This shortfall directly impacts the ability to effectively combat forest fires.
What Equipment Shortages Are Impacting Firefighting efforts?
The primary equipment shortage revolves around firefighting helicopters. The original plan was to secure two helicopters, each capable of carrying 20,000 liters of water. Though, due to budget limitations, only two helicopters with a capacity of 8,000 liters each were secured.
How Do Budget Constraints effect Firefighting capabilities?
the lack of sufficient funds has forced authorities to scale back their firefighting equipment. this limitation directly affects the ability to deploy the necessary resources to extinguish fires effectively, especially in the face of potentially larger and more frequent forest fires predicted for the year.
What were the Original Plans for Firefighting Helicopters vs. What was Accomplished?
The original plan involved leasing two helicopters with a combined capacity of 20,000 liters. The budget shortfalls limited the purchase to two helicopters with a smaller combined capacity. This smaller capacity hinders the ability to quickly and effectively address forest fires, as highlighted by experts.

What is the Impact of Climate Change on Forest Fires?
Forest authorities anticipate an increase in the size and frequency of forest fires due to climate anomalies. Data shows that compared to the 2010s, forest fires have increased 7.8 times, and large-scale fires have increased 3.7 times.
- Increase in Fire frequency: Predictions suggest more frequent fires.
- Larger Fire Sizes: The average size of fires is also expected to increase.
What Measures Are Being Considered to Address the Funding Shortfall?
Concerns are being raised regarding the need for increased funding for fire safety, including essential resources like equipment and safety facilities.Proposals suggest reevaluating the allocation of existing funds such as the fire safety grant tax, and increasing it.
How Has Funding for Forest Fire Safety evolved?
A fire safety tax was introduced in 2015, initially set at 20% of the total consumption tax. Following the elevation of the firefighting office to a national position in 2020, the allocation was increased to 45% of the total consumption tax on tobacco. However, revenue limitations has occurred due to restraints on cigarette consumption tax which has resulted in lower revenues.
What is the Role of Helicopter Capacity in Firefighting?
Experts emphasize the crucial role of larger helicopters in firefighting. Governor Lee Chul-woo of Gyeongbuk Province stated that it is critical to support the capacity that can carry 20,000 or 30,000 liters to extinguish a fire from the beginning.
What is the Impact on Taxes for Funding?
A study published in April of last year showed that the fire safety grant tax project received only 3.3% annually between 2015 and 2022. This is substantially low compared to the standard grant tax (19.24%) of the domestic tax.
Summary of Firefighting Resources vs. Needs
| Aspect | Details |
|---|---|
| Desired Helicopter Capacity | Two 20,000-liter helicopters planned. |
| Actual Helicopter Capacity | Only available, two 8,000-liter helicopters. |
| Consequences | Potential reduction in effectiveness during fires resulting in more destruction. |
