Forest‌ authorities​ sought to lease a⁣ helicopter capable of carrying ⁢20,000 ‌liters of water starting‍ in ​February to bolster their⁤ forest fire ⁢response capabilities this spring. Though, due to budget constraints, they were only able⁢ to⁢ secure two helicopters with ‌a capacity ‌of 8,000 liters ​each. The budget proposal ⁤process in the National Assembly was ⁢expedited following an ⁢emergency incident⁢ on Dec. 3 of the previous year, ‌leading to the shortfall.

According to forest authorities, the Forest Service​ Headquarters had planned to lease two firefighting helicopters with a‍ combined ⁤freshwater capacity of 20,000 liters to combat forest ⁣fires this spring, but the plan was thwarted by a lack of⁢ funds.

An ⁤official from the Korea Forest Airlines Headquarters stated, We tried to bring in two 20,000-liter helicopters by increasing the ‍budget of the National Assembly (last ‍year). The ⁣official added that the suspension⁣ of eight Russian helicopters due to parts supply issues related to the⁣ Russia-Ukraine war further complex the ​situation.The introduction of two 20,000-liter capacity helicopters was⁤ intended to fill this gap, but the plan ⁣was ⁤ultimately caught in the budget.

Experts emphasize the‍ importance⁢ of large ‍helicopters ​in fighting forest fires. Lee​ chul-woo, Governor of⁣ Gyeongbuk ⁢Province,⁣ stated at ​a meeting of the Headquarters in the Ulsan, Gyeongbuk, and Gyeongnam regions on March ‍23:

We sent 13 helicopters from the‍ military, and‍ we should ⁢not turn off the fire⁢ by using 800 liters of water, and we must support the transport that contains 20,000 liters or‍ 30,000 liters. It must be reviewed when the ⁤equipment is made and can be extinguished at the beginning ‌of the‌ fire.

The inability to ⁢lease larger helicopters is particularly concerning given⁤ forest authorities’ predictions of potentially large forest fires this year. According‍ to the 2025 Forest Aviation Headquarters Forest fire Prevention ⁣Measures, ⁣prepared by the Korea Forest Service‍ in January, forest authorities‌ anticipate⁤ an increase ​in the size and frequency of forest fires⁤ due to domestic and international climate ​anomalies. Compared ⁤to the 2010s, forest fires have increased 7.8⁢ times, and large-scale fires have increased 3.7 times. ​Forest authorities⁢ also noted that⁣ coniferous forests,⁣ which are particularly vulnerable to⁢ fire, constitute a‍ notable ⁣portion⁢ of the landscape.

Concerns ⁢are being raised‌ that funding for fire safety, including essential resources such as firefighting equipment and safety ‌facilities, should be substantially increased, especially considering the potential for devastating forest fires.In 2015, ⁣a fire safety tax was introduced,⁣ initially comprising 20% of the ​total consumption tax. Subsequently, following the elevation of‍ the firefighting office to a national position in 2020, the allocation was increased to 45% of the total‌ consumption tax on⁣ tobacco. However, limitations on individual consumption taxes on cigarettes have resulted ⁢in lower revenues.

A ⁢study published in April of last year examining improvements to‌ the ‌distribution ratio of fire safety​ grant taxes revealed that the fire safety ⁢grant tax‍ project accounted for only 3.3% annually between 2015 and 2022.⁤ This figure is considered low​ compared to the grant tax (comprising the standard grant tax and special grant tax), which was resourced by 19.24% of the domestic ⁣tax,⁤ averaging 11.8% annually during the⁤ same period.

An economics professor at Hanshin University, who authored the⁢ study, noted that the decrease in the individual consumption tax in cigarettes⁤ is that there is room for positive in ‌terms ‍of national health promotion as a result of⁢ the increase in​ smoking ‍population.
