Hockey Canada has been excluded from the International Ice Hockey Federation council for the first time since 1998, following a series of leadership defeats and a high-profile legal dispute that alienated international delegates, ici.radio-canada.ca reported.

Katherine Henderson Suffers Defeat at IIHF Elections

Hockey Canada CEO Katherine Henderson secured just 35.04 percent of the vote in the first round of council elections, placing fourth among candidates. She was subsequently eliminated after the second round when her support dropped to 23.08 percent. The IIHF statutes require at least three women on the council. Ultimately, representatives from Hungary, Poland, South Korea, and Turkey filled the remaining female seats, leaving the head of Canadian hockey ignored.

Swiss Court Challenge Over 100 Million Dollar True Agreement

The rejection by international voters followed an aggressive legal challenge mounted by Hockey Canada and USA Hockey against the IIHF in Swiss courts. The federations attempted to block a nearly 100-million-dollar jersey supply contract between the IIHF and Canadian manufacturer True in order to protect an existing agreement with Bauer. The Zurich commercial court ultimately dismissed Hockey Canada’s lawsuit. The unsuccessful legal maneuver delayed the implementation of the True contract by a year and generated an estimated financial shortfall of more than 10 million dollars for the international federation.

Pro-Russian Candidates Gain Influence on New Council

While Canada lost its seat at the decision-making table, geopolitical maneuvering by Russia shaped the outcome of the wider election. Russian teams have faced suspension from international play since the invasion of Ukraine in 2022. Behind the scenes, Russian officials pushed to elect sympathetic figures to the IIHF council. The newly elected president, Germany’s Franz Reindl, secured victory by 60 votes to 57 over Czech candidate Petr Briza after receiving support from voters who previously backed Kyrgyz representative Aivaz Omorkanov.

Swedish Ice Hockey Association President Anders Larsson reportedly broke with the European block during the election, with his supporters shifting toward Slovak candidate Igor Nemecek rather than a Finnish contender. Nemecek, alongside Reindl, Larsson, Omorkanov, Belarusian representative Sergei Goncharov, and Bulgarian representative Stoian Batchvarov, forms a council where at least six of the fifteen seats are held by individuals considered favorable toward the return of Russian teams to international competition.

Decisions Looming at Hockey Canada Leadership Vote

The international rebuff raises internal governance questions for Hockey Canada as the organization approaches its upcoming board of directors elections scheduled for early December.
