Taichung City Government Consultant Cai Biru Responds to Allegations

Taipei City Councilor Hong Jianyi of the Democratic Progressive Party recently made a note on the Jinghua City case, stating that Taichung City Government Consultant Cai Biru issued an order related to Valentine Chen.

Hong Jianyi presented the note during a joint interview at the Taipei City Council, which was signed by Cai Biru and included a note from the Mayor’s Office of the Taipei City Government. The note read: “TO: Director Lin Zhumin. After returning to China, Mr. Chen of Jinghua City hopes to arrange a meeting with Vice Mayor Lin.”

Cai Biru responded to the allegations on Facebook, stating that if there is clear evidence, it should be handed over to the prosecutor.

Cai Biru’s Involvement in the Jinghua City Case

Cai Biru explained that in late 2016, Supervisory Committee member Liu Dexun had doubts about the determination of the floor area ratio of the main base of Beijing Fujinghua City. Cai Biru was the director of the Taipei City Mayor’s Office at the time and coordinated with various bureaus to address the issue.

Cai Biru stated that he asked Director Lin to attend a meeting with Mr. Chen in 2017, during which the capacity of Jinghua City was discussed. Cai Biru left the Taipei City Government in 2019 and claimed that his position in the city government has nothing to do with the current investigation.

Investigation into the Jinghua City Case

The inspection is currently investigating why the Northern City Government increased the rate from 560% to 20% after 2020. Cai Biru believes that the investigation should focus on finding clear evidence and submitting it to the prosecutor.

Cai Biru also suggested that members with clear evidence should submit it to the prosecutor, allowing for a fair trial in front of the judiciary.

Response to Allegations

Cai Biru responded to Hong Jianyi’s accusations, stating that his words through the media are an attempt to destroy the People’s Party. Cai Biru emphasized the importance of submitting clear evidence to the prosecutor and allowing the judiciary to make a fair decision.
