The Philippine House of Representatives has pledged a transparent review of the proposed 2027 national budget, a P7.2 trillion fiscal blueprint that the Department of Budget and Management (DBM) targets for submission by August 14.

Guardrails Against Spending Irregularities

House leadership emphasized that the chamber will sustain transparency reforms during the upcoming deliberations. The goal is simple: ensure accountability in the allocation of public funds.

This commitment follows a series of reforms designed to open the budget process to greater scrutiny. According to Bojie Dy, the House intends to maintain these standards throughout the 2027 talks to prevent irregularities in spending.

Budget Deliberations Amid Impeachment

The legislative calendar is crowded, but the budget takes priority. House leadership clarified that an ongoing impeachment trial will not interfere with the process.

Officials stated that the legislative duties regarding the national budget will proceed independently of the trial proceedings.

The P7.2-Trillion Fiscal Blueprint

The scale of the government’s planned expenditures for 2027 is massive. At P7.2 trillion, the proposal requires rigorous vetting.

The DBM’s August 14 deadline serves as the standard window for submission to Congress. This timing is critical to allow for sufficient deliberation before the fiscal year begins.

Committee Scrutiny and National Priorities

House members will now move toward a series of committee hearings to dissect the DBM’s proposal.

These hearings will evaluate whether the proposed allocations align with national priorities. More importantly, they will serve as the litmus test for whether the transparency measures promised by the Speaker are actually implemented during the review of the P7.2-trillion package.
