HRC58: Here’s how LGBTI people’s human rights will be addressed during the 58th UN Human Rights Council

February 24, 2025 Catherine Williams - Chief Editor World

The 58th Session of the United Nations Human Rights Council (HRC 58): Addressing LGBTI Rights on the Global Stage

The 58th session of the United Nations Human Rights Council (HRC 58) begins on Feb. 24, 2025, in Geneva. This session will focus on addressing the human rights of lesbian, gay, bisexual, trans, and intersex (LGBTI) people globally. With the LGBTI community continuing to face significant challenges worldwide, organizations like ILGA World are stepping up to represent and amplify the voices of these marginalized groups. For those interested in the latest developments on LGBTI rights with themes applicable to an American audience, this session offers new insights into key resolutions and discussions affecting the global human rights landscape.

Understanding ILGA World’s Priorities

During the initial three days of the Human Rights Council, the high-level segment will take place. This is a crucial period where top government officials attend and share their plans and commitments for human rights on both a domestic front and internationally. ILGA World will closely monitor these government publics statements, particularly those regarding the rights of LGBTI individuals. They note, “This is when top government officials come to Geneva and share what they are doing and other plans for human rights — both domestically and globally.”

Addressing Cultural and Religious Rights

The Human Rights Council will have an annual high-level panel marking the 30-year anniversary of the Beijing Declaration and Platform for Action. This landmark is essential in women’s rights. The council highlights the importance of equality and diversity, especially regarding LBTI women: “We are going to be highlighting how LBTI women were essential in the development of this declaration and how, 30 years later, we have still a long way to go to ensure gender equality and human rights for all women — including those who belong to marginalized groups and are victims of multiple and intersecting forms of discrimination.” Possible landmarks within the country might shadow an initiative by the US to uphold women’s and LBGTQ rights through the Equality Act. Renewal of the commitment publically would be a step in line with the global agenda.

The Impact of HIV Responses and Legislation on Key Communities

During the session, ILGA World will also engage with panels focused on HIV responses, highlighting how violence, stigma, and discrimination against key populations continue to hinder progress in tackling the global HIV epidemic. “As an organization that has at its core the support of the work of LGBTI human rights defenders from different parts of the globe, we want to bring awareness about how new technologies can influence — and both potentialize and bring harm to — the work of human rights defenders,” and this applies domestically indicating how new technologies can enhance or detour efforts. It highlights ways to emphasize this in enhancing and improving the human rights dialogue within the LGBTQ community within American shores.

Report Highlights: Addressing Rights of Disabled, LGBTQIA+ Women and Girls

One of the interactive dialogues will feature the Special Rapporteur on the Rights of Persons with Disabilities, focusing on the 30th anniversary of the Beijing Declaration. The panelists will underscore the importance from an intersectional perspective indicating that women and girls living with disabilities and marginalized groups require urgent attention. Reiterations by the U.S. government can enhance and highlight these concerns in the human rights debate within this community, building resilience and ensuring that these demographics are extended the support they deserve in dialogue.

Special Attention to Gender Equality and LGBTI Health

In an era defied by emerging technological capabilities, ILGA World will monitor and engage with deliberations on the resolution on human rights defenders, brought forward by Norway. The resolution emphasizes how new technologies, with drivers being AI and Algorithm manipulation, could potentially disrupt the current equilibrium and subsequently hone or harm the contributions to the wider human rights dialogue which the LGBTQIA+ community can face.

Engaging with UNESCO and Civil Society

ILGA World announced they will collaborate closely with UNESCO and local civil society organizations to bring individual perspectives into the discussions, ensuring that hidden community voices are brought forward and highlighted. For instance, the Human Rights Council’s resolutions and negotiations will be closely watched, particularly those concerning human rights defenders, as noted “This time we are going to focus on the negotiation of the resolution on human rights defenders presented by Norway. The focus of this resolution is going to be on human rights defenders and new technologies.”.

Evaluating Potential Counterarguments and Criticisms

Although these interventions are commendable, there are counterarguments stating that international organizations like the United Nations often lack the enforcement mechanisms to transform resolutions into tangible actions. Critics point out the bureaucratic nature of international forums, which might delay or obfuscate the implementation of resolutions. Additionally, some argue that focusing on LGBTI rights might distract from other equally pressing human rights issues, such as economic inequality and countries with national security circumstances dictating a need to focus in those areas

However, the Human Rights Council remains a critical platform for advocating for global human rights, providing a stage for marginalized communities to amplify their voices. As ILGA World continues to uplift the voices of LGBTI people, the broader human rights community is entrusted to fight for all marginalized groups.
