As access to public data for training artificial intelligence models becomes increasingly restricted due to privacy regulations and platform restrictions, companies are turning to human behavior itself as a primary source of training data, according to a report published by Forbes Innovation on April 21, 2026.

The shift reflects a growing industry trend where organizations are collecting granular behavioral data — such as keystroke patterns, mouse movements, eye-tracking and application usage rhythms — to train AI systems that can predict, adapt to, and optimize human work habits. This approach bypasses traditional reliance on scraped web content, licensed datasets, or synthetic data generation, instead leveraging the continuous stream of digital interactions produced by employees in real-world work environments.

The report highlights Clarifai, a computer vision and AI company, as one of the firms pioneering this method. Clarifai has begun deploying internal tools that anonymously capture behavioral signals from consenting employees using its own enterprise AI platforms — not to monitor productivity, but to refine the contextual understanding of its models. These signals include how users pause before clicking, how they navigate complex interfaces, and how they multitask across applications during knowledge work.

According to internal documentation reviewed by Forbes Innovation, Clarifai’s behavioral training pipeline processes over 12 million anonymized interaction events per week across its global workforce of approximately 3,200 employees. The data is stripped of personally identifiable information before being fed into transformer-based models designed to anticipate user intent in visual search and image tagging tasks.

This method is gaining traction as legal and ethical barriers to traditional data sourcing mount. In the European Union, the AI Act’s provisions on training data transparency and the General Data Protection Regulation’s strictures on secondary use of personal data have made scraping public websites or purchasing third-party behavioral datasets legally risky. In the United States, while no federal AI training data law exists, state-level privacy laws like California’s CPRA and Virginia’s VCDPA are being interpreted by regulators to cover inferred behavioral data derived from workplace monitoring.

To navigate these concerns, companies adopting behavioral training data emphasize consent, aggregation, and differential privacy techniques. Clarifai states that participation in its behavioral data program is opt-in, with employees able to withdraw consent at any time without repercussion. Data is aggregated in real time and processed locally on-device before only statistical aggregates are transmitted to central servers for model training.

Analysts note that this approach could redefine the economics of AI training. “If companies can reliably derive high-value training signals from their own workflows, they reduce dependence on expensive data licensing deals and mitigate legal exposure,” said Lena Torres, senior analyst at AI Now Institute. “But it also raises new questions about workplace surveillance creep — even when framed as ‘improving AI,’ the line between optimization and monitoring remains thin.”

Other firms exploring similar methods include Microsoft, which has tested behavioral signals from its Microsoft 365 suite to improve Copilot’s contextual awareness, and Salesforce, which uses anonymized interaction patterns from its Service Cloud to train AI agents that better anticipate customer service representative needs. Neither company confirmed specific deployment scales, but both acknowledged internal research into behavioral training during 2025.

Industry observers warn that as behavioral data becomes a standard training input, new standards for governance, auditability, and employee rights will be necessary. The IEEE Standards Association is currently drafting a proposed framework for “Ethical Use of Workplace Behavioral Data in AI Training,” expected for public comment in late 2026.

For now, the business imperative is clear: as traditional data sources dry up, the most abundant and legally accessible training material may no longer be found in public archives — but in the quiet, repetitive rhythms of how people actually work.
