Immigration and Customs Enforcement agents operating in Houston deliberately struck a Mexican construction worker with an agency SUV, severely injuring him, according to allegations raised by his legal representation.

Miguel Parra Injured During Enforcement Operation in Houston

Surveillance footage from the scene shows a dark sport utility vehicle accelerating directly toward the construction worker moments after he stepped out of his own vehicle on foot.

The impact caused extensive orthopedic trauma to the victim. Cesar Espinosa, the director of the immigrant advocacy group FIEL Houston, confirmed that Mr. Parra suffered a fractured ankle, alongside severe injuries to his hip and leg just below the knee. Medical teams performed emergency surgery on his leg, and doctors have scheduled multiple reconstructive procedures.

Contradictory Claims Between Immigration Officials and Defense Counsel

Federal immigration authorities offered a starkly different account of the collision to Houston Public Media, asserting that Mr. Parra had run in front of an agency vehicle and was accidentally struck as the team moved to apprehend a passenger in his vehicle who had a criminal record.

Kim Bruno, the attorney representing the injured worker, flatly rejected the official narrative. What happened is not an accident, it’s something that was done intentionally, she stated.

District Attorney Opens Aggravated Assault Investigation

District Attorney Sean Teare announced that local prosecutors have launched a formal investigation into potential aggravated assault using a deadly weapon. Investigators with extensive experience analyzing vehicle-pedestrian collisions reviewed the available surveillance footage and concluded the collision was deliberate rather than accidental, according to statements Mr. Teare provided to the Houston Chronicle.

The incident intensifies public scrutiny surrounding the tactics employed by heavily armed and masked ICE personnel across the United States. Those enforcement methods faced severe national backlash earlier in the year following the fatal shooting of two American citizens by federal agents in Minneapolis during January.

Questions Remain Unanswered as Prosecutors Review Evidence

Authorities have not yet released the identities of the specific ICE agents involved in the vehicle collision, nor has the federal agency disclosed whether the personnel have been placed on administrative leave pending the outcome of the local criminal inquiry. Prosecutors have not indicated when the district attorney’s office will conclude its investigation or whether criminal charges will be filed against the drivers of the SUV.
