Illegal Racing and Noise Complaints Plague Japanese Communities

A surge in illegal street racing and disruptive noise is causing increasing concern for residents across Japan. From the established underground racing scene of the Kanjo Loop in Osaka to newly created off-road tracks and disruptive motorcycle groups, authorities are struggling to address the growing problem.

Recent reports highlight a particularly troubling trend: the creation of unauthorized off-road courses. According to a Yahoo! News report, a one-kilometer-long off-road course was recently discovered along the Ligawa River. Residents are reportedly distressed by the noise and reckless driving associated with the track, describing the situation as “creepy” and noting that the activity is “increasingly frequent.”

The issue isn’t limited to cars. In February 2025, residents in an unnamed Japanese neighborhood took their complaints directly to the police regarding “yanki bikers” whose behavior was described as terrorizing. A post on the japanresidents subreddit, since deleted, detailed months of disruption, with residents advised to approach the police as a group to file a formal complaint.

The Kanjo Loop, a highway loop in Osaka, remains a notorious hotspot for illegal street racing. A recent podcast episode from the Away Days Podcast, published on July 28, 2025, detailed the scene, describing racers driving heavily modified Honda Civics at speeds exceeding 100 miles per hour. The podcast reported that racers often strip the interiors of their vehicles to reduce weight, prioritizing speed over safety. The driver described in the podcast shifts gears “as if it’s part of his extended anatomy,” highlighting the intense focus and skill required – and the inherent danger – of the activity.

Authorities are taking some action. In October 2024, police sent papers to prosecutors regarding the head of a go-kart rental company in Tokyo. The charges stem from renting go-karts to foreign tourists without verifying they possessed valid driving permits, a violation of the Road Traffic Law, according to The Yomiuri Shimbun. This case underscores the challenges of balancing tourism with public safety and adherence to traffic regulations.

However, broader issues remain. A report from December 6, 2025, by the Ministry of the Interior and Safety noted a surge in safety reports covering a range of issues, including road and facility damage, littering and potentially related to these racing incidents. The Chosun Ilbo reported on this increase, raising questions about the effectiveness of current safety measures and reporting systems.

While go-kart rentals have faced scrutiny – with over 100 complaints filed in 2023, according to a now-removed post on the r/japan subreddit – the problem extends far beyond this single activity. The combination of illegal street racing, disruptive motorcycle groups, and unauthorized off-road courses presents a complex challenge for Japanese law enforcement and communities seeking peace and safety.
