Illinois CDB and IDOC Seek RFP for Construction Management of New Correctional Facilities
Illinois Capital Development Board and Department of Corrections Announce RFP for Construction Management
Springfield – The Illinois Capital Development Board (CDB) and the Illinois Department of Corrections (IDOC) have announced a Request for Proposal (RFP) for a qualified Construction Management and Owner’s Advisor team. This team will manage the design and construction of new correctional facilities to improve safety and rehabilitation for staff and individuals in custody.
This RFP follows the announcement of capital funds in 2024, aimed at upgrading infrastructure at Logan and Stateville Correctional Centers. Interested firms must complete the pre-qualification process with CDB by December 16, 2024. Early preparation is encouraged.
Latoya Hughes, Acting Director of IDOC, stated, “This RFP is a crucial step forward in our mission to improve justice in Illinois. We want a team that can help implement investments in correctional infrastructure, enhance rehabilitation programs, and support successful reentry for individuals.”
The selected team will manage the project throughout its lifecycle. Their responsibilities include project planning, establishing goals, engaging stakeholders, and working with IDOC on the project budget.
TJ Edwards, Executive Director of CDB, remarked, “This initiative represents a significant investment in modernizing our correctional facilities. It will improve safety, rehabilitation efforts, and create construction job opportunities.”
The process will involve ongoing discussions and feedback from IDOC, CDB, stakeholders, designers, and contractors. The Construction Manager/Owner’s Advisor will provide project updates and maintain communication with all parties involved.
This Rebuild initiative aims to update aging infrastructure, enhance security, and improve vocational training and therapeutic environments. It seeks to reduce recidivism and promote safer communities. IDOC and CDB are dedicated to creating secure facilities that support rehabilitation and staff wellness.
